- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, Q5287070106, is issued as a Request for Quotation (RFQ). The National Park Service intends to award a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. Item Description: 3 Heavy Duty Airboats and Trailers, custom built to government specifications to include the following: 2 Airboats shall be 13' long maximum by 7'5" wide maximum at transom narrowing toward bow. 1 Airboat shall be 16' long maximum by 8' wild maximum at transom narrowing toward bow. All three airboat hulls shall have a 7' bottom width, transom height shall be 17" at the gunnels, 18" on the centerline. The bottoms of all three airboat hulls shall be constructed of 3/16" thick aluminum sheeting with a skin of 3/8" thick UHMW heavy-duty black polymer affixed to the entire hull footprint and protected by a stainless steel leading edge. Hull construction shall include double-welded transoms and bulkheads, extra t-bar runners, stringers, support bracing, and gussets. All three hulls shall have a full turn chine to permit ease in safe turns, and will be completely decked over with decking material capable of withstanding a minimum of 300 pounds on the walking surfaces. The cages, engine stands, and seat stands shall be constructed of stainless steel. The entire hull, decking, grass rakes, cages, rudders, engine stands, and seat stands shall be properly prepped and painted utilizing a powder coat process. Paint colors will be specified at time of award. The two smaller airboats shall be powered by new 8 cylinder, 6.0 Fuel Injected 364 cubic inch 375 HP engines, while the larger airboat shall be powered by a new 8 cylinder, 8.1 HO Fuel Injected 496 cubic inch 425 HP engine. These engines shall be new factory engines specifically designed to power airboats and will be equipped with heavy-duty components, 2:1 gear reduction and appropriate carbon fiber propellers. The three heavy-duty trailers for these airboats shall be constructed of double dipped commercial grade galvanized steel with appropriate weight rating for fully loaded and fueled airboat with consideration for the weight of the trailer frame, and must be suitable for use in a salt water environment and for launching and loading both on dry ground and in the water. All responsible sources shall quote per size airboat and trailer, which shall be considered, if received in a timely manner. To ensure that sufficient information is available, the vendor shall furnish, as part of their quote, a technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. This shall include all descriptive material necessary for the contracting activity to determine whether the product meets the salient characteristics of this requirement. Descriptive literature shall consist of illustrations, drawings, or clear references. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, warranty, price and other factors considered. This is a Commercial Item Acquisition, FAR Part 12 applies. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-17. The NAICS is 336612, the size standard is 500 employees and is set aside for small business. Instructions to Offerors-Commercial 52.212-1, applies to this acquisition. 52.212-2 Evaluation-Commercial Items applies, while price may be a significant factor in the evaluation of offerors, the final award decision will be based upon a combination of price, warranty and other factors described in the solicitation. 52.212-3 Offeror Representation and Certifications-Commercial Items, 52.212-4 Contract Terms and conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions required implementing statutes or executive orders commercial items all apply to this solicitation. Evaluation factors for award: Award of contract will be evaluated on price related and warranty factors. Airboats and trailers shall be delivered to Everglades National Park, located at 40001 State Road 9336, in Homestead, Florida 33034, no later than 120 days after award. All offers are due at the National Park Service, Big Cypress National Preserve, 33100 Tamiami Trail E, Ochopee, FL 34141, no later than the close of business, June 19, 2007.
