- THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN June 15, 2007 to Mr. Michael R. Sommeling, Naval Air Warfare Center Aircraft Division, Code 25211B562, Highway 547, Lakehurst NJ 08733 or by email at michael.r.sommeling@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy's requirements. NAVAIR Lakehurst is requesting information pertaining to an electrically powered tool for servicing aircraft both ashore and aboard Navy ships. The tool will be used in lieu of an 8 in hand crank with a 1/2 in male square drive. The tool shall be inherently safe for use around aircraft in accordance with NFPA 70. The tool shall be compatible with all the environmental requirements of MIL-STD-810E and MIL-STD-464. In addition, the the tool shall maintain system level electromagnetic compatibility in accordance with MIL-HDBK-235. The tool shall also comply with the following test specifications as directed by MIL-STD-464 including MIL-STD-461E and MIL-STD-462. The tool shall be capable of being operated by one person, and shall weigh no more than 35 lbs, and be able to be held with both hands to assist the operator. The tool shall be capable of rotating the 90 degree drive point at a rate no faster than 200 RPM with 25 ft lbs of torque. The tool shall have the ability to secure via a pin a torque limiting device provided by the Navy that connects to the 1/2 in drive on the tool. The tool shall come with a 30 ft long shielded cable to connect with an existing battery currently in the navy inventory that supplies 144VDC. The cable shall be robust enough to be run over by a vehicle. The cable connector on the battery source is female with 144VDC on pin A, Ground on Pin C, and the possibility of supplying 24VDC on either pin B, D, or E. The cable shall be enclosed and shielded to protect against the environment.
