Description
This is not a request for quotations. The purpose of this announcement is to determine the number of potential qualified Service Disabled Veteran Owned Small Businesses, HubZone Businesses, or other Small Businesses who can furnish the service listed below. The Bureau of Public Debt on behalf of Architectural and Transportation Barriers Compliance Board (Access Board) seeks a contractor to conduct an annual employee satisfaction survey. The purpose of this award t is to fulfill the Board?s obligation under ?1128 of the National Defense Authorization Act for Fiscal Year 2004 which requires federal agencies to conduct an annual employee satisfaction survey and to post the results of this survey on the Board?s website. Objectives The following are the objectives for this contract: ? The contractor shall design and develop an employee satisfaction survey instrument which is consistent with the guidance which was issued by the Office of Personnel Management (OPM) on August 24, 2006, regarding the form and content of these employee satisfaction surveys. ? The contractor is expected to develop and deploy the survey instrument in an independent and secure online setting which will allow Access Board employees to answer survey questions openly and honestly. ? The contractor must then analyze employee responses and produce a synthesis of these responses which will be suitable for posting on the Board?s website. ? The contractor is also expected to provide all data and survey results to the Access Board for the Board?s own analysis and use. Tasks On August 24, 2006, the Office of Personnel Management (OPM) published final regulations implementing the requirements of Section 1128 of the National Defense Authorization Act. These regulations set forth a series of forty-five (45) questions designed to assess employee satisfaction in a variety of areas including employee satisfaction with leadership policies and practices; the work environment; rewards and recognition for professional accomplishments; opportunity for professional growth and development; and opportunity to contribute to achieving the agency?s mission. The Access Board is a small agency and, in order to maintain anonymity, the agency is requesting that an outside contractor develop and conduct this survey on our behalf. Finally, we are asking the contractor to analyze the findings of these surveys and to produce a report for the agency. The contractor shall conduct the following tasks: ? Develop and test an online survey which is based on the OPM regulations which were published in the Federal Register on August 24, 2006. ? Beta test the survey in a secure online environment so that the Board is sure that the all employee responses will be kept anonymous and confidential. ? Keep Access Board staff apprised of any new developments relating to the execution of this survey. ? Two months after the contract is awarded the Board expects the OPM survey process to begin. The Board will supply the emails of staff and the contractor is expected to contact each staff member and encourage employee participation. ? Approximately two months after this survey is administered, the contractor is expected to provide the Board with data resulting from the surveys, in electronic form, along with an analysis of these survey responses. ? The contractor must assure that all surveys, electronic data gathered from these surveys, and any reports which are compiled for the Board as a result of this survey, comply with section 508 of the Rehabilitation Act of 1973, as amended.
