- NAICS Code: 541710 THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. NAICS 541710 The U.S. Environmental Protection Agency (U.S. EPA), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 6.302-1 to Houston Advanced Research Center (HARC) of The Woodlands, TX. The purpose of this acquisition is to support the Heat Island Reduction Initiative (HIRI), a program that works with communities to identify cost-effective ways to reduce the urban heat islands through strategic use of vegetation, "cool roofing" materials, "cool pavements", and other techniques. The city of Dallas has been selected to participate in EPA's Sustainable Skylines Initiative. Under this initiative, Dallas has expressed an interest in HIRI efforts. The project will involve developing a report that identifies and analyzes heat island reduction projects for Dallas to pursue. The HARC is uniquely qualified to perform this work as they are a research organization with almost 20 years of experience focused on reducing urban heat islands in the Houston-Galveston Area and beyond. HARC has led the development of the Cool Houston Plan, which is currently the only comprehensive, urban heat island reduction plan that exists in the U.S. They have extensive experience with facilitating intra and inter-city discussions on urban heat island reduction strategies and have familiarity and extensive experience in working with Dallas and key heat island stakeholder groups throughout Texas. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
