Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR ELECTRIC CAR FEASIBILITY STUDY. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to post questions and answers. The due date for receipt of offers is not extended. Questions 1. Will a detailed inventory of the 1,300 GSA vehicles be made available at the beginning of the study? Desirable information includes description, age, use, utilization rate, (i.e., annual mileage), and condition. Answer: Once award has been made we will work with the contractor to provide all necessary vehicle data to assist them in this study. Some information may be limited by GSA policy. 2. Will a detailed description of the existing vehicle maintenance infrastructure (e.g., shop size, equipment, personnel, current training) be made available at the beginning of the study? Answer: GSA vehicles are maintained by dealerships and vendors on the GSA list. All maintenance is accomplished off center, exception is local station provides minor repairs, oil changes, battery replacement and tires. 3. The vehicles are ?primarily used in the Launch Complex 39 area, Industrial area, and the Cape Canaveral Air Force Station (CCAFS)?. Do they also travel off-site (i.e., onto public roads)? Answer: Most vehicle operation is accomplished on center and between CCAFS. Some travel is accomplished off center, normally within a 60 mile radius. We do have some extended travel that requires vehicles to travel long distance and some vehicle support for travel (TDY) trips. Some day/overnight trips encompass travel of the complete state of Florida. 4. Will contractor personnel be provided with non-escort KSC badges for the period of the study effort? Answer: Badge (issued with the correct credentials) will be supplied to support the required efforts of the contractor. Foreign nationals will require escort while on KSC. 5. Should car environmental impact be evaluated end-to-end (i.e., including battery manufacture, etc) or only in service at KSC? Answer: Environmental impact should be based on while in service at KSC, but should also address any environment concerns the vehicle would have upon excess. 6. Shall the presentation reports be delivered as personal briefings at KSC? Answer: Yes, final report should be accomplished as a presentation to KSC Center Operations Directorate. 7. Though fuel cell vehicles appear not to be cost effective at this time, does NASA wish the contractor to include analysis of these vehicles in its assessment of electric vehicle feasibility at the Kennedy Space Center? Answer: Our study is intended to be for battery electric vehicles, Hydrogen fuel cell vehicles are considered electric, but the fuel cell technology and hydrogen fuel infrastructure will not be available for 15 - 20 years. If the winning contractor would like to recommend this as a future study that would be fine. But the study is not intended for hydrogen vehicles. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 5/15/07.
