Description
Pre Solicitation Synopsis for Cryogenic Pressure Vessel Procurement For A3 Altitude Test Stand at NASA Stennis Space Center The NASA, John C. Stennis Space Center has recently been selected as the test site for the construction of a new A-3 Altitude Test Facility. The new test facility will provide an altitude propulsion test capability which will enable the Constellation Program?s Exploration Launch Office, J-2X Project Element to validate the performance of the J2-X engine for the upper stage of the new Ares I launch vehicle. The A-3 Altitude Test Facility will be constructed for long term altitude rocket propulsion testing at Stennis Space Center. While the construction of the A-3 Altitude Facility will involve a significant number of individual procurement actions this requirement is solely focused on the Cryogenic Pressure Vessels. This pre-solicitation synopsis is to request industry feedback regarding the fabrication and delivery of five vacuum jacket cryogenic storage vessels to Stennis Space Center. Due to program schedule milestones the vessels shall be fabricated in a concurrent process. Additionally, NASA is requesting information regarding suggested methods of shipping & installation of the 60,000 gallon and 130,000 gallon cryogenic storage vessel i.e. (Can they be fabricated entirely at the manufacturer?s facilities & shipped to SSC, or is field assembly required?). SSC has access to river barge traffic as a means of transportation. Also, NASA SSC requests industry input regarding schedule performance for these vessels. What is a reasonable expected period of performance? The proposed vessels are as described: ? 60,000 Gallon LOX Vessel (1 required) ? Vacuum Jacketed Vessel (stainless inner wall, carbon steel outer wall) ? 60,000 gallons nominal capacity ? 20 foot outer diameter ? 250 psig MAWP ? 130,000 Gallon LH2 Vessel (1 required) ? Vacuum Jacketed Vessel (stainless inner wall, carbon steel outer wall) ? 130,000 gallons nominal capacity ? 20 foot outer diameter ? 100 psig MAWP ? 35,000 Gallon LOX Vessel (3 required) ? Vacuum Jacketed Vessel (stainless inner wall, carbon steel outer wall) ? 35,000 gallons nominal capacity ? 13-15 foot outer diameter (tank manufacturer to determine) ? 850 psig design pressure This synopsis should not be construed as a formal request for proposals but, rather a pre-solicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA does not intend to award contracts at this time, but will use information obtained for market analysis and to plan future procurements. NASA desires that those companies expressing an interest in the aforementioned synopsis provide a written submission of (Statement of Capabilities) that address high-level alternatives and general, market-based approaches for performing the functions described in this synopsis. NASA would prefer that the written submissions not contain confidential business or financial information relating to specific companies. All prospective companies are reminded to direct their written electronic correspondence to the attention of: Jake Jacobs at james.e.jacobs@nasa.gov. Those prospective companies shall have their Statements of Capabilities submitted and received at Stennis Space Center no later than June 4, 2007 at 3:pm CST. Faxed correspondence and telephone correspondence will not be accepted.
