REQUEST FOR SOURCES SOUGHT TITLE: FISH IDENTIFICATION TRAINING AND SPECIMEN CURATION SERVICES SOLICITATION NUMBER: AB133F-07-RP-0120 RESPONSE DATE: MAY 31, 2007 CONTACT: J. Alex Smith, Contract Specialist, voice: 206/526-6379 or fax: 206/527-3915 TEXT: This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), on a sole source basis with University of Washington in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The Government intends to acquire follow on services for the vendor to provide initial and refresher species identification training to observers deployed in fisheries managed by the National Marine Fisheries Service (NMFS). The secondary responsibility is to provide observer preparation support functions; continuation of the UW specimen curation and fishery observer training and briefing activities currently in place under a separate acquisition. These activities include: teach the species (fish and invertebrate) identification; collaboration with the UW and AFSC fish collections using observer provided specimens. Support functions include the building and maintaining the specimen training collection at the AFSC and UAA-NPFOTC and collaborating with NMFS on the development of species identification training and briefing materials. The Government intends to negotiate a firm fixed price contract. NAICS Code is 541620 with a size standard of $6.5 million. All vendors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by May 31, 2007. Documentation to support the vendor?s capability must be in writing and include the vendor?s name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the vendor has the experience, knowledge, and capability to perform the services as specified above.
