- The National Institutes of Health (NIH), National Heart Lung, and Blood Institutes (NHLBI) is seeking the assistance of an experienced consultant to facilitate all NIH 2007 Combined Federal Campaign (CFC) activities, including providing advice and assistance to the NHLBI Executive Officer, who serves as the official NIH CFC Campaign Manager, and coordinating various work with the campaign committee to design, organize, and execute the campaign. A market survey is being conducted to determine the availability and potential technical capability of small businesses to provide the services stated herein. Based upon the responses to this market survey, the Government will determined if the requirement is suitable for competition on a restricted basis to a small business, unrestricted full & open basis, or as a sole source. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information. The intended procurement will be classified under North American Industry Classification System code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $6.5M. Specifically, the Contractor shall: 1. Assist the NHLBI Executive Officer (EO) and the 2007 Campaign Committee in all pre-campaign activities, including designing and organizing the campaign. These activities include, but are not limited, to the following: ? Organize and develop inventory of campaign supplies. ? Create CFC archives. ? Give background and guidance to the NHLBI EO for the recruitment of the members of the 2007 CFC Campaign Committee. ? Identify CFC duties and responsibilities for the following members of the CFC Campaign Committee.  NHLBI EO  Administrative assistant/staff assistant to the EO  Clerical/administrative support  Communications and Public Liaison Director  Data Coordinator (for weekly reporting of contributions)  Administrative Officer  Deputy Coordinator?s for internal NHLBI Campaign  Representative of the NIH Office of the Director  Labor union liaison, if appropriate  IC Executive Officer in charge of next year?s campaign (National Cancer Institute)  President, NIH Recreation and Welfare Association  Other CFC Facilitator(s)  At the discretion of the EO, a chair for each special event  And, as needed, other members of the NHLBI staff ? Provide guidance to the CFC Campaign Committee regarding anticipated campaign expenditures. ? Develop a campaign timetable and present it to the Campaign Committee so that key dates can be reserved for the NIH Director and the NHLBI Director. The timetable will include all phases of the campaign. ? Recommend the agenda for a meeting of the NHLBI EO and the NHLBI Director regarding the CFC. Provide talking points and background information for use by the EO. ? Prepare and present a briefing for members of the NHLBI Campaign Committee about their CFC responsibilities. Provide information on CFC procedures. Following the overall orientation, spend time with key members of the Campaign Committee to go over his or her responsibilities in detail. ? Brief the EO on the results of the 2006 CFC including mention of strengths and weaknesses of each IC?s campaign. ? Based on recommendations from the 2006 Executive Committee and the initial ideas of the NHLBI EO, develop options for new campaign strategies and techniques. Coordinate a brainstorming session of key members of the Campaign Committee to choose new initiatives for the 2007 campaign. ? Prepare a draft document for the NHLBI communications director that will describe a plan to educate and motivate the NIH community. The plan will include strategies for using media easily accessible to the NIH community. 2. Assist the NHLBI EO and the Campaign Committee in running the campaign elements of the CFC for the NIH. These activities include, but are not limited to, the following: ? Recommend tentative overall financial goals. ? Provide guidance to the NHLBI EO regarding building a network of Coordinators and Deputy/Assistant Coordinators. ? As required by the EO, prepare a draft e-mail message or provide suggested talking points for the NHLBI EO for the purpose of recruiting keyworkers. ? For large IC?s, hold individual pre-campaign meetings prior to the Coordinator training session to assist the larger IC?s in jump starting their campaign. Larger IC?s often require a customized solution to the logistical problems of motivating, initiating and organizing their campaigns. ? Attend, along with the NHLBI EO, a meeting in the Secretary?s office for Department of Health and Human Services (HHS) operating division (OPDIV) and staff division (STAFFDIV) CFC Campaign Managers. ? Attend, along with the NHLBI EO, weekly meetings with the HHS CFC team. ? Participate, along with the NHLBI EO and key members of the 2007 Campaign Committee, in the one-day Leadership Conference held by CFC of the National Capital Area (CFCNCA). The conference is for Campaign Managers and key members of campaign committees from Federal Departments and Agencies across the metropolitan area. ? Order CFC campaign materials from CFCNCA in consultation with other CFC facilitators. ? Work with Campaign Committee to plan training session(s) for IC CFC Coordinators and Deputy/Assistant Coordinators and provide training as requested. ? Recommend final goals. ? Assist NHLBI staff in planning for keyworker training. ? As necessary, assist in the assembly of CFC supplies. ? Prepare talking points for NHLBI EO to use in briefing IC Executive Officers regarding the progress of the campaign. ? As requested, prepare talking points for the NHLBI Director. ? Assist in the drafting of an all-hands message from the NHLBI Director. ? Contact CFC charities concerning their participation in all campaign events. ? Assist in the drafting of an all-hands message for the NIH Director. ? Provide keyworker training. ? Assist with the conduct of the kickoff. ? Receive, consolidate, and assist in the reporting of contributions. ? Provide technical guidance for keyworkers throughout the campaign. ? As appropriate, distribute goal charts for the NIH campus as well as off-campus locations and provide information for weekly updates. ? Monitor the progress of the campaign and inform the NHLBI EO and Executive Committee of strengths and weaknesses and recommended actions. ? Assist the NHLBI EO and Executive Committee in reporting the progress of the campaign to all employees. ? Assist with the conduct of off-campus events. ? Recommend to the NHLBI EO possible actions to assure goal achievement. ? Assist in the arranging of small group meetings or IC special events to assure goal achievement. 3. Provide guidance for the close-out and recognition activities for the campaign including, but are not limited to, the following: ? Coordinate handling of pledge processing questions ? Assist with finalizing of campaign records ? Assist NHLBI staff in preparing record of campaign for next year?s lead IC ? Brief NHLBI EO on past awards ceremonies ? Outline tasks required to support ceremony ? Order plaques from CFC headquarters ? Assist NHLBI staff with tasks related to the NIH CFC Awards Ceremony The Government anticipates that there will be one performance based service contract awarded for this requirement. The proposed performance period is June 2007 through March 2008. The proposed level of effort is estimated at 900 direct labor hours. If your organization has the potential capacity to perform these services, please provide the following information: 1) Organization name, address, email address, Web site address and telephone number as well as size and type of ownership for the organization, i.e., large business, small business, Small Disadvantaged Business, 8(a), woman-owned, Historically Underutilized Business Zone (HUBZone) concern, Veteran, and or Service-disabled Veteran; 2) Business size information which states, the business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and whether or not the firm has been approved as a small business by the SBA under the applicable NAICS code; and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to be considered technically capable in the performance this effort, organizations should address the administrative and management structure of such arrangements to demonstrate that small business prime contractors can maintain full-time labor, technical, and management control of the project, meeting the ?limitation on subcontracting? imposed on small business set-asides. The Government will evaluate the capability information using the following criteria: 1) Documented evidence which clearly reflects the organizational / individuals experience in providing similar services. The technical approach, experience, skills, demonstrated understanding of statement of work, demonstrated skill in combined federal campaigns, and demonstrated writing skills. 2) A minimum of 5 years of demonstrated exceptional past performance in providing services of a similar magnitude; 3) Demonstrated knowledge of the National Institutes of Health programs and academic institutions. Firms responding to this market survey are encouraged to structure capability statements in the order of the areas of consideration noted above. Responding firms should provide one (1) printed copy and an electronic copy of a tailored capability statement. The capability is expected to be brief, not exceeding ten (10) pages in length, excluding resumes. However, the capability statement must be thorough providing sufficient details to determine the technical capability of the submission. The submission of the capability statements must be received on or before June 6, 2007, 5:00 p.m., est. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
