Description
DESCRIPTION: The U.S. Coast Guard intends CONTRACTOR SERVICES FOR TO PROVIDE OUTER CONTINENTAL SHELF TRAINING FOR 15 ACTIVE DUTY PERSONNEL IN ACCORDANCE WITH THE SOW. THIS NOTICE. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n)UNRESTRICTED. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 2:00 PM, ET, JUN 1, 2007. Cost Proposal: provide Firm Fixed-Price. Offerors must submit proposal to Baptistia Albino, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Baptistia.Albino@uscg.mil are PREFERRED, and must be timely. Proposal Evaluation Criteria: (1) Price and price-related factors. Award will be based on Lowest Price Technically Acceptable. Questions about this requirement must be in writing and submitted by fax or e-mail. Telephone inquiries are strongly discouraged. CONTRACTOR TRAINING SUPPORT SERVICES FOR OUTER CONTINENTAL SHELF INSPECTION (MS-514) STATEMENT OF WORK **Due to the short time frame, request HSC expedite services to meet the July convening course for the Outer Continental Shelf Inspection (ID: 250269, MS-523) 1.0 GENERAL. 1.1 Scope The purpose of this Statement Of Work is to obtain contractor training support services to provide training for up to (15) fifteen students in the Outer Continental Shelf (OCS) Inspection Course. Training shall provide Drill Industry overview of the theory and fundamentals of exploration, development, exploitation, and production by various types of OCS facilities such as Mobile Offshore Drilling Units (MODU), production units, and Floating Production, Storage & Offloading Vessels (FPSO). Training shall include personnel standards, basic operations, workplace safety and health, design, nomenclature, and components associated with OCS facilities. Period of performance July 9-12, 2007 must be in Lafayette, Louisiana where the course takes place. 1.2 Background. The United States Coast Guard, Human Resources Division (G-384) is the Coast Guard??s Human Resources and Training Manager for the Assistant Commandant for Operations Directorate. This course provides an opportunity for Coast Guard Marine Inspectors to develop their knowledge and skills to provide for effective and efficient inspections of MODUs. 1.3 CONTRACTOR PERSONNEL. 1.3.1 Qualified Personnel The Contractor shall provide qualified personnel to perform all requirements within the specified timeframe. 1.5 PLACE OF PERFORMANCE. The place of performance under this contract shall be at the Contractor??s facilities in Lafayette, LA. 1.6 HOURS OF OPERATION. The Contractor shall be performing all services under this contract between the hours of 0800 am and 4 pm CST Monday through Thursday, July 9-12, 2007. Dates are tentative and subject to change in the event of unforeseen events. 2.0 GOVERNMENT TERMS & DEFINITIONS. 2.1 COTR ?{Contracting Officer Technical Representative. 3.0 GOVERNMENT FURNISHED PROPERTY NONE 4.0 CONTRACTOR FURNISHED PROPERTY The Contractor shall furnish all facilities, materials (i.e. handouts, books), equipment and services necessary to fulfill the requirements of this contract except for the Government Furnished Property listed in PWS 3.0. 5.0 REQUIREMENTS. The Contractor shall provide training for up to (15) fifteen students per class in a (4) four day course designed to provide Coast Guard inspectors with more detailed information and specific configurations of various types of OCS facilities. The contractor shall provide a classroom for (20) twenty students for use by the Coast Guard on the fifth day of training. 5.1 Training. The Contractor shall provide basic drilling overview training in the following: 5.1.1 Identify the regulations that adopt certain Industry Standards. 5.1.2 Identify oil and gas development. 5.1.3 Correctly use offshore nomenclature and terminology used in the industry and regulations. 5.1.4 Identify drilling procedures and types of wells. 5.1.5 Discuss the job functions and duties of drill personnels. 5.1.6 Provide the overview, processes, and components used in rig drilling operations. 5.1.7 Identify and familiarize students with casing designs. 5.1.8 Identify and familiarize students with types of drilling fluids. 5.1.9 Identify and familiarize students with types drilling problems and issues. 5.1.10 Identify and familiarize students with drilling and production vessels. 5.1.11 Provide students with towing, mooring, and anchoring procedures.. 5.2 Course Evaluation Questionnaire. The Contractor shall provide a short course evaluation/student critique questionnaire to all students at the end of the course. All questionnaire shall be provided to the COTR prior to the course for review and approval. All completed questionnaires shall be provided to the COTR no later than two weeks after the course conclusion. 5.3 Training Records/Certification ?V The Contractor shall provide a USCG certificate of course completion to successful participants for Outer Continental Shelf Inspection course. 6.0 REFERENCES. 33 CFR 140-147 46 CFR 107-109 Coast Guard Points of Contact CG Headquarters G-384 LT Loan T.
