Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912l7-07-T-0005 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquis ition Circular 2005-08. The Tennessee Army National Guard has the following requirements. The North American Industry Classification System (NAICS) Code is 561621 with a Small Business Size Standard of eleven million, five-hundred thousand dollars ($11,500 ,000.00) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications. Vendor should complete Representation and Certifications application at https://orca.bpn.gov/, and FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders. Also the Defense Federal Acquisition Reg ulation Supplement (DFARS) 252-225-7036 applies. Quotes are due in this office no later than June 5 June, 2007, close of business four thirty (4:30) p.m. local central standard time. They shall be either emailed to john. anders@ng.army.mil or sent by facsi mile to 615-313-2659. Offers will be evaluated using the Simplified Acquisition Procedures outlined in FAR Part 13. The award will be evaluated on delivery, price, past performance, and ability to meet the specifications/special features as outlined in thi s solicitation. The award will be issued to the vendor that constitutes the best value to the Government. Delivery, Past performance and meeting the specifications/special features shall be equal to price. The Offeror shall submit a reference list identi fying project specifics, monetary value, and points of contact of at least three similar projects conducted within the last three years. Listed below are the requirements for this request for quote. CLIN 0001, Access Control Systems at National Guard Arm ories in the following locations: Murfreesboro, Lebanon, Columbia, Winchester, Lewisburg, Jackson, Springfield, Ashland City, Millington, Henderson, Ripley, Dickson, Waverly, Clarksville, and Athens. Scope of Work: The selected vendor or vendors shall in stall a standard automated access control system and security surveillance equipment package in fifteen(15) different National Guard Armories located in Tennessee. These standard packages shall include the following capabilities at a minimum. Three doors c onnected with proximity readers using keyless entry. Each door shall have ability to maintain automated records of individuals entering using proximity readers. The main entrance card reader shall also have the capability to view a visitor through a small security camera. Along with viewing the visitor the system shall be capable of alerting the staff of the visitor via a phone or buzz notification. It shall also allow the employee the ability to unlock the door or allow the visitor to enter from a centrall y monitored station collocated with the Access Control System computer and software system. The system shall have the capability of future expansion. Each facility will be authorized one security surveillance camera with DVR recorder. All conduits and othe r labor associated with ensuring the system is operational are the responsibility of the vendor. Vendor is required to train designated staff members on the operation of the systems software. Vendor shall install the software on a PC/server supplied by the vendor along with a LCD monitor and printer. Vendor shall supply 50 proximity cards per location as part of the contract or purchase order. A one year warranty is required beginning on the date of work completion for each individual site. Additional information: Point of contact for technical questions, clarifications or site visits for this requirement shall be submitted electronically to 1st Lieutenant Jason Stockton at email address: jason.stockton@us.army.mil. All work shall be completed within ninety calendar days from the date of award of the purchase order or contract. All quotes shall be evaluated using the following evaluation criteria: Delivery - Th e vendor who submits the most favorable delivery schedule for this requirement. (Maximum of ninety calendar days for completion of all work for all armories). Special Features - meets the requirements as stated in the above referenced paragraph noting sp ecific quantities and system capabilities. Price - shall be compared to other vendors in order to determine best overall value to the Government. Past Performance - shall have performed work on at least three similar projects of similar magnitude within the last three years. Award shall be made to the vendor or vendors who represent the best overall value to the Government. A single award or multiple awards can be made for this requirement. Offerors shall provide a price for each individual armory.
