Description
The Government intends to issue a sole source solicitation restricted to Saint-Gobain Performance Plastics Corporation, Merrimack, NH, for the Chemical Protective Suit (CPS) of the Self-contained Toxic Environment Protective Outfit (STEPO). The requ irement is for the following: NSN: 8415-01-452-6772, Size: SM, P/N: 8-1-491-1; NSN: 8415-01-452-8631, Size: M, P/N: 8-1-491-2; NSN: 8415-01-452-8629, Size: XL, P/N: 8-1-491-4. Offers from concerns other than Saint-Gobain Performance Plastics Corporation are not solicited. This notice is published for subcontracting purposes only. There is no technical data available. The aforementioned contractor is a large business. The proposed action will result in a basic contract with two 100 percent options. Fi rst Article testing is required. FOB is destination. The CPS is a totally encapsulating one-piece garment with integral booties, airtight slide closure, and glove assembly. The suit fabric is made of five alternating layers of Nomex? and Teflon?. The f abric has a middle layer of fluoropolymer that, when exposed, indicates wear. The CPS is one of four components that make up the STEPO. The STEPO ensemble that provides up to four hours of protection against chemical/biological agents, missile/rocket fue ls, petroleum, oils and lubricants, and industrial chemicals. STEPO incorporates the CPS, a NIOSH approved self-contained breathing apparatus (with a tether/emergency breathing apparatus option), a battery powered cooling system, and a hands-free communic ation system. The system will be worn by Explosive Ordnance Disposal teams, Technical Escort Units, ammunition handlers, and Chemical Surety Activity personnel engaged in special operations in Immediately Dangerous to Life and Health (ILDH) environments. The system will be used in peacetime and wartime conditions. The estimated issue date of the solicitation is 22 June 2007. The solicitation will result in the award firm fixed-price contract. The solicitation shall be issued electronically in accordanc e with FAR 5.204, therefore hardcopies will not be provided. CAUTION: This s olicitation shall be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address to obtain any amendments, which may be issued. Failure to obtain any said amendments and to respond to them by the date and time set for receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of the same.
