- The Philadelphia District intends to initiate a Request for Proposal (RFP) procurement to obtain one, welded steel, split-hull type, replacement shallow draft dredge for the U.S. Army Corps of Engineers' Wilmington District. This project entails desi gn development, construction and testing. During its year-round operating season this vessel will dredge coastal inlets from Florida to New England, handling fine-to-medium sand (d50=200-600 microns). The dredge will be self-propelled, but will not have li ving accommodations for the crew. Due to its range of operation and the length of its operating season, it will be subjected to extremes of temperature, humidity and precipitation. Principal onboard machinery shall be powered by direct drive diesel engines . Included shall be two, inboard dredge pumps; two, transom-mounted, Z-drive propulsion units; and two, main diesel generator sets. Also included in the machinery shall be electric motor-driven bow thrusters. The principal dimensions of this vessel are: Le ngth Overall - 156 feet, 0 inches, Beam (molded) - 35 feet. There will also be an option for contractor delivery of the vessel to Wilmington, North Carolina, and an option for spare parts. The acquisition will be a negotiated, best-value procurement performed using the Contracting By Negotiation procurement process prescribed in Part 15 of the Federal Acquisition Regulation. Proposals will be reviewed for completeness in satisfying the requi rements of the RFP and evaluated on the merit against the following evaluation factors listed in descending order of importance: Technical factors - Construction experience with similar vessels, Past performance, Product; Management and Price factor - Pric e reasonableness. The technical factors, as a whole, are equal to price. Price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of Section L 'Proposal Requirements and Eval uation Criteria' of the RFP. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. RFP number W912BU-07-R-0021 will be available on or about 13 June 2007.
