- Description
- The National Institute of Standards and Technology (NIST) has a requirement to procure the services of a former NIST employee to facilitate the transference of critical knowledge, institutional memory, and extensive NIST expertise and experience. This transference of knowledge will ensure that critical requirements, outputs, schedules, and processes for numerous elements of publications, communications, special activities, and outreach functions are transitioned effectively. Some of the tasks include, but are not limited, to: (a) to ensure completion on the compilation of Building Economic Standards for ASTM E06.81; (2) transferring knowledge on continuing and ongoing projects; and (3) ensuring a smooth transition on several ongoing other agency project with the Department of Homeland Security and the Department of Energy. ? It is anticipated that this effort will be approximately 15% of a person-year. ? As such, NIST intends to enter into a sole source purchase order with Harold Marshall, Germantown, Maryland, under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13 ? Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by June 7, 2007, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
