Description
This is the public notice for acquisitions over $10,000.00. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this notice. This notice is being issued for the purpose of acquiring 5 ea. NAVIGATION CONVERTER BOXES to be delivered to the Aircraft Operations Center, MacDill AFB, FL. The Navigation Converter Box converts aircraft navigation signals from one standard format to a second standard format. It will be used as part of the navigation system on the NOAA P-3 Orions, converting the serial output from the new VOR2 navigation receiver into a format usable by the Electronic Flight Display System. This combined synopsis/solicitation constitutes the only Request For Quote (RFQ) and a written hard copy RFQ will not be issued. This notice is hereby issued as RFQ No.NAAN6000-7-14105RFA. This combined synopsis/solicitation is set aside 100% for small business. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. Signed and dated quotes must be submitted to the U. S. Department of Commerce, National Oceanic and Atmospheric Administration, Central Region Acquisition Division, Attn: Ron Anielak, 601 East 12th Street, Rm.1756, Kansas City, Missouri 64106. Quotes must be received on or before 2:00 p.m. June 7, 2007. Quotes may be faxed to 816-274-6951 - Attn: Ron Anielak/ NAAN6000-6-01307RFA or by e-mail to: ronald.f.anielak@noaa.gov CLAUSES & PROVISIONS This solicitation is conducted as a Commercial Item acquisition in accordance with Federal Acquisition Regulations (FAR) Part 12. The FAR clauses and provisions incorporated into this acquisition are: 52.212-1 Instructions to Offerors ? Commercial Items (SEP 2006); 52.212-4 Contract Terms and Conditions ? Commercial Items (FEB 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (MAR 2007) (b) Items 5 (i), 15, 17, 18, 20, 24, 27, and 32. Either 52.247-32 FOB Origin, Freight Prepaid (FEB 2006) or 52.247-34 FOB Destination (NOV 1991). FAR clauses and provisions are available on the internet website: http://222.arnet.gov.far. REQUIREMENTS: Minimum Product Specifications: Navigation Converter Box shall be designed to pertinent RTCA and DO160B standards. Navigation Converter Box shall have the following minimum functional requirements: Signal Inputs: ARINC-429 format navigation message 222 (NAV2 receiver). ARINC-407 3-wire synchro heading signal and 26 VAC reference signal. Output: ARINC-407 3-wire synchro relative bearing to VOR navaid. VOR Nav valid flag (format: low level 300mV to 500 mVDC valid, less than 50mV invalid. Alternative format: 18V to 28VDC valid, less than 5VDC invalid). Power: 28 VDC Delivery: 1st unit not to exceed 6 weeks after receipt of order (ARO) - other 4 units not to exceed 90 days ARO Inspection and Acceptance will be performed at the Aircraft Operations Center, MacDill AFB, FL. Descriptive literature or product/model specifications shall be provided with quote. PRICING: Pricing shall be inclusive of all costs.
