Description: The National Data Buoy Center intends to negotiate only with Stratos Mobile Networks Inc. of Bethesda, Maryland for RUDICS Iridium service for DART program for 71-90 phones and SIM cards. NDBC requires uninterrupted satellite communication services. The existing RUDICS iridium service requirement can only be provided through a commercial iridium VAR. The continuation of these services allow for a seamless transfer of data between NDBC and PMEL in support of the DART program. See numbered note 22
