Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotations No. 2007-Q-09562. This procurement is being issued unrestricted. The NAICS Code is 334516. The National Institute for Occupation Safety and Health (NIOSH) located at 4676 Columbia Parkway, Cincinnati, Ohio has a requirement for the following instrument: Transmission Electron Microscope with scanning capability (TEM/STEM). The required equipment characteristics are as follows: SPECIFICATIONS FOR ELECTRON MICROSCOPE The following are the minimum operating and performance specifications required to do in-house nano-research as well as asbestos and other industrial hygiene analysis: - dedicated STEM or TEM/STEM - field emission capable of attaining 200kev accelerating voltage in standard operating mode - guaranteed resolution of 0.25nm - high-angle annular dark field detector - Energy Dispersive X-ray analysis (EDX). Crystal size and detector configuration should allow for light element analysis as well as high speed, high resolution element mapping. No specific vendor is required. The EDX system quoted with the microscope will be evaluated for how it meets performance requirements. - GATAN electron energy loss spectroscopy (EELS). GIF Tridiem, which provides EELS, energy filtering and a 2k camera is required. - Software and hardware, such as special sample holder to allow for particle reconstruction, tomography or 3D imaging is required. - System must be field upgradeable Separate from these requirements, a survey must be undertaken to certify possible sites for installation, prior to completion of purchase.
