- National Cancer Institute (NCI) plans to procure services on a sole source basis with Dr. Thomas Fears 4307 Curtis Road, Chevy Chase, Maryland 20815, regarding statistician consulting services for Melanoma Studies Analyses. The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M employees. The purpose of this procurement is to acquire the services of a senior level statistician to perform tasks in the analysis of epidemiology studies of melanoma and non-melanoma skin cancer. Specifically, the contractor shall provide consulting services regarding the analysis of epidemiology studies of skin cancer and methods of estimating individual solar exposure. Dr Fears was a co-investigator with the NCI on a special non-melanoma skin cancer survey to estimate the relationship between non-melanoma skin cancer rates and solar ultraviolet rates. These results were instrumental in obtaining regulator action with chlorofluorocarbons world wide. Dr. Fears developed the cumulative lifetime ultraviolet exposure measure currently being utilized by the NCI for these studies. These UV variables are complex to work with. Dr. Fears is the only source known to the NCI that has developed this measure and who can fully exploit all of the information contained in them. In addition, he is the only known statistician with the knowledge of this data set and is an expert in UV carcinogenesis to complete these analyses. Period of Performance shall be twelve (12) months from date of award with two (2) option periods. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM ET June 7, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
