- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote, solicitation number W8A7AA-7143-9003. The USPFO for South Dakota located in Rapid City, South Dakota has a requirement for 50 each Medium 9 , 150 each Large 10 and 50 each X Large 11 Galls TE-163 Z-Co ol Shin Guards brand name or equal shin guards. Additionally, there is a requirement for 250 each Galls Riot Shield (36 x 20 ) brand name or equal riot shield. Salient Characteristics associated with this acquisition are: 1. Shin guards must have adjustable Velcro straps to ensure a tighter fit. 2. Riot shield must be of plastic construction. 3. Must offer shin guards and riot shields characteristics equal to or better than the model specified. If the offeror is not proposing the Galls shin guards model TE163 and Galls Riot shield model TE076 they are required to submit data about their shin guards and riot shields to demonstrate the item offered meets the Government requirements. This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-15. The following clauses are incorporated for purposes of this notice and will be included in the contract award document by either reference or full text. DLD 52.247-9012 REQUIREMENTS FOR TREATMENT OF WOOD PACKAGING MATERIAL (WPM). These clauses may be viewed at http://farsite.hill.af.mil/ Additional required clauses other than those listed above may be included as Addenda on the award document. The following Numbered Notes from Federal Business Opportunities may apply: 1, 8, 12 and 23. Offerors shall provide the unit price for each shin guard and riot shield as well as a total amount for each item, inclusive of shipping costs (FOB Destination). Equipment shall be shipped to the USPFO for South Dakota Warehouse, Building 456, 2823 West M ain St, Rapid City, SD 57702-8186. The Government requires delivery within 30 days after the date of order. Offerors must submit a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS with the price quote or may complete the representations and certifications on the internet at http://orca.bpn.gov. Failure to include the certification along with a quote will render and offeror ineligible for award. Evaluation for award shall be made in accordance with FAR Part 13, Simplified Acquisitions Procedures, Subpart 13.106-2, Evaluations of Quotations or Offers. The government intends to award a Firm-Fixed Price contract resulting from this notice on an all or none basis to the responsible offeror whose offer which meets technical, product and delivery requirements. Government Evaluation for Award. The Government will evaluate all contractor proposals meeting the below minimum mandatory specifications. Evalua tions will be performed by the Governments Technical Team and will be based on Technical and on Price related Factors. Technical factors are more important that Price related Factors. The proposal best meeting the Governments need will be selected. Contractors must be capable of accepting electronic fund payment for this procurement.
