Description
This procurement is for one solicitation resulting in the award of one firm-fixed price construction contract. The 100% Plans and Specifications Request for Proposal (RFP) procedures will be utilized for this procurement. This project consists of an upgrade of Substation #3, Bldg 2200, Maintenance Center, which is in an industrial area (Depot Maintenance) at the Marine Corps Logistic Base, Albany, Georgia. The project will demolish existing 15kV primary switch, unit substation transformer and secondary 208Y/120-volt switchgear and various obsolete panel boards and feeder circuits connected to the secondary switchgear. The project will provide two new pad mounted transformers and related underground primary distribution wire/concrete encased conduits, 480Y/277-volt outdoor switchboard (NEMA 3R), 208Y/120-volt outdoor switchboard (NEMA 3R), replace obsolete panel boards, provide new main distribution panels, new feeder circuits, conduits, wire, and miscellaneous related electrical work. THE SOLICITATION WILL BE ISSUED ON AN UNRESTRICTED BASIS. The NAICS Code for the proposed acquisition is 237130, Power and Communication Line and Related Structures Construction, and the small business size standard is $31 Million. The Federal Supply Code is Z249, Maint/Repair Utilities. Under FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with its own employees. The proposed solicitation will be formatted as a Request for Proposal (RFP) in accordance with requirements designated by sections of the FAR 15.203 and NFAS for a negotiated procurement utilizing the construction selection procedures of FAR 36. This method permits evaluation of proposals based on price competition, technical merits and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The contract will be for a term of 380 calendar days. The estimated cost for this acquisition is between $1,000,000 and $1,500,000. All insurance must be received prior to on-site work. Payment and performance bonds shall be forwarded within 15 calendar days from contract award. The Request for Proposal will be issued on or about 13 June 2007, with a proposal due date on or about 13 July 2007. The Government intends to issue this solicitation through the use of the Internet. Plans and specifications WILL NOT be directly provided in a hard copy format. Notification of any changes (amendments) to the solicitation shall be made only on the Internet. It is therefore the Contractor's responsibility to check the below listed address daily for any posted changes (amendments) to this solicitation's plans and specifications. The official access to the solicitation will be available on the Internet at http://esol.navfac.navy.mil. Download from the Internet is free of charge. This solicitation will be in electronic format only and all documents will be provided in Adobe Acrobat (.pdf) files. A free copy of the Acrobat Reader is required to open and read the .pdf files and can be downloaded directly from the Adobe Website. However, some plans and specifications will take a considerable amount of time to download. Telephone or fax requests will not be accepted. The official Plan Holder's list will be maintained on, and can be printed from the Internet site. All prospective quoters must register as planholders on the Internet EBS site for this project. Each company must indicate it's name address, phone number, and e-mail address; identify whether the firm is a Prime, Sub, or Supplier, and indicate whether the firm is a Small Business, Small Disadvantaged Business or Large Business or if the firm is a Women-Owned Business. Plan Centers are also required to register. Award results may be obtained on the Internet site after contract award. A pre-proposal conference and site visit has been tentatively scheduled for 21 June 2007, 0900 hours, at ROICC MCLB, Bldg 5500 Walker Avenue, Albany, GA 31704.
