- Description
- The Space and Naval Warfare Systems Command (SPAWAR), Navy Communications Program Office, PMW/A-170, intends to award a sole-source contract to Rockwell Collins Government Systems, 30 Edgewater Drive Suite 104, Ottawa, Ontario, Canada K2L 1V8, as the Original Equipment Manufacturer (OEM) for SubNet Relay (SNR) equipment. Procurement of SNR equipment from Rockwell Collins supports the Assistant Secretary of the Navy's (Research, Development, and Acquisition) designation of the equipment as a Rapid Deployment Capability (designator 07-01-03) for fielding in fiscal year 2007. The SNR equipment is required for use in the Navy Tactical Networking system supporting Ultra High Frequency (UHF) Line of Sight (LOS) networking capability. These items have received NETWARCOM approval for use on US Navy ships with regard to secure data transmission, configuration control, parts support, and safety standards. These items support a unique joint NATO/US Navy secure communications system. This SNR equipment is necessary to maintain identical configuration (form, fit, and function) of SNR systems that are already installed in the US Naval Fleet. The SNR procurement will include the SubNet Relay Network Controller, SDCP-2000 MKII: HF/VHF/UHF Modem, High Stability Time Base and SNR Fly Away System. A Firm-Fixed Price Type contract is anticipated. The total estimated value is $7,000,000.00. The FSC Code is 5895. The NAICS Code is 334290 with a size standard of 750 employees. This notice is not a request for competitive proposals. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in its continued review of the sole-source nature of the requirement. The solicitation will be issued without further notice and will be available at the SPAWAR E- Commerce Central website.
