Description
The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), intends to procure construction services for the Splash Wall Renovation at the NMFS Panama City Laboratory at Panama City, Florida. The Contractor shall provide the material, labor equipment, and administration to perform the work, which include: renovation of two walls - an east wall and a west wall. The east wall requires rehabilitating a 167 feet cap beam. The west wall requires rehabilitating a 150 feet cap beam. A site plan will be provided which is based on site measurements and existing survey documents. Conditions of the site at the time of construction may vary from the as shown conditions. Contractor shall verify existing site conditions prior to beginning work. The construction work consists of removing and disposing of a small area of existing chain link fences, installing new galvanized chain link fencing and posts along side of the cap beams and to current extents into bay and matching existing fencing for height and size. It also consists of re-grading disturbed areas. Work must conform to all applicable standards and specifications of the NOAA and Bay County, Florida, and shall be in accordance with building code requirements per Concrete Reinforcing Steel Institute (CRSI) and American Concrete Institute (ACI) standards, including concrete compressive strengths, concrete reinforcing, reinforcing steel, and rebar installation. All workmanship and materials shall be performed in accordance with detailed plans and specifications and shall be subject to the inspection and approval of NOAA. The period of performance is one hundred and twenty (120) calendar days. This procurement is being made under the Simplified Acquisition Procedures, Federal Acquisition Regulation (FAR) Part 13. The Davis Bacon labor rates for the Panama City, Florida area are applicable to this procurement. This is a total small business set-aside. NAICS code 236220 applies. The resultant procurement action will be firm-fixed price. The award of this procurement action is subject to availability of funds. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR.
