- THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302- 1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541511Custom Computer Program Services, with a Size Standard of $23.0 M. The U.S. Census Bureau has a requirement for consultation, computer programming, technical and training support in support of the New York City Housing Vacancy Survey. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE TO MEET THIS REQUIREMENT: EMILYE WILLIAMS, 4309 SUTHERLAND CIRCLE, UPPER MARLBORO, MD 20772. Emilye Williams has worked on every New York City Housing and Vacancy Survey (NYCHVS) since the 1984 NYCHVS and has led the programming staff charged with processing the data and undertaking all related programming for the 1984, 1987, 1991, 1993, 1996, 1999, 2002, and 2005 surveys. Her programming experience working on 8 NYCHVS over more than 20 years and her knowledge of the overall data processing for this survey, make her uniquely qualified to undertake the tasks outlined in the contract and to provide advice to the current Chief of the Financial and Market Characteristics Branch on the processing of the 2008 survey. In addition, with the transfer of all programming duties from the Demographic Surveys Division (DSD) to a programming staff in HHES with no experience or knowledge of the NYCHVS or of processing any large-scale survey, it is essential, indeed critical, to have Ms. Williams available to work on this survey, to be a resource for the new programmers, and to mentor and train them so that they can take on these duties in future surveys. Tasks include: 1. assisting in all aspects of the planning for the data processing of the 2008 NYCHVS, in writing planning documents in draft form, 2. preparing the current NYCHVS address files (2005 NYCHVS) for address updates, including preparing a template that allows the correction of current addresses and the inclusion of new addresses, 3. modifying and update all address files and related programs (new construction, conversions, INREM, and SRO) and use this updated information to label the more than 18,000 questionnaires and produce all the control lists and files needed to conduct the survey and monitor survey progress, 4. update or assist in the modification and updating of the 50+ allocation edit, 450 + subject matter edit, and 165 recode programs, and all other related programs, update and direct the modification of the variance and weighting programs and produce variances and weights, 5.assist in the production of the more than 250 hard copy tabulations from the main survey and the more than 250 hard copy tabulations from SRO sample. Long distance travel is not anticipated. The place of performance shall be U.S. Census Bureau, 4600 Silver Hill Road, Washington, DC 20233. The period of performance shall be date of award plus 36 months. The government anticipates awarding a fixed price contract using Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit information in accordance with this announcement, which will be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
