Description
This is a market survey for informational purposes only. This is not a Screening Information Request (SIR) or Request for Offer (RFO). The FAA will not pay for any information received or costs incurred in preparing the responses to this market survey. Therefore any costs associated with request for information (RFI) submission is solely at the interested vendor's expense. The FAA is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) is requesting information and/or capability statements concerning electronic Contract Lifecycle Management (CLM) systems that are currently in use by Federal/State governments or private industry that would be compatible with Federal acquisition. This information will be used for planning purposes and may lead to vendor demonstrations of their CLM systems. Ultimately the results of this market survey and/or demonstrations could lead to an RFO. The FAA is interested in a CLM system that is able to provide the capabilities to perform as a central electronic contracting system with full contract lifecycle capabilities that includes, but not limited to, contract formulation, pre-award, negotiation, administration, and close-out. The CLM system will allow users will create, receive, and administer all contract actions through a user-friendly/intuitive and secure web-based interface. In addition to providing system information / capabilities, the vendor is requested to identify which features are in the base system and which features require customizing the system to fit the FAA's needs. The following are potential functional needs / requirements for an FAA CLM system: General: 1. Document (e.g. contracts) creation, storage, and management a. Intuitive method to input information b. Modify the contract file and supporting documentation (additions, subtractions) 2. RFP/RFQ/SIR on-line posting and the vendors' electronic responses. 3. Ability to print and view all contract documents in the designated forms or format. 4. Uploading of deliverables / reports / documents 5. Approvals of documents / deliverables / actions 6. Secure electronic signature and alternatives (e.g., if not available / capable for all parties) 7. Electronic submission of invoice and electronic approval / acceptance. 8. Automatically calculate remaining funding and expenditure tracking 9. Secure web-based interface 10. Procurement system functions FAA specific: 1. Federal Aviation Administration Policy & Guidance based/directed (incorporates policies, laws, orders, and regulations affecting FAA acquisition) 2. Create, input and file evaluation factors and results from vendor information submissions 3. Track property, real estate, and utilities 4. System interface and data transfer/validation (push and pull) a. FAA Procurement system (PRISM) b. FAA Financial system (DELPHI) c. Other systems or websites (e.g., GSA, CCR, FedTEDS, etc.) 5. Automatic alerts (e.g., if thresholds are reached/exceed; nearing end of period of performance; expended XX% of obligated funds). 6. Incorporating historical data / legacy contracts 7. Searchable and reportable information / data. 8. Reliability / Availability: a. Solutions for Backup and Recovery. b. Minimize downtime for routine maintenance and problems c. Maintain continuity of operations during downtime d. Test environment 9. Best Practices Library for reference 10. Contractor performance review 11. Contract close-out procedures 12. Conducting audits and storing of reports/results 13. User Access / Rights 14. Capacity (limits) a. Sufficient user accounts / system users b. Performing appropriate number of system actions c. Sufficient data storage capacity d. Purging of aged documents 15. System adaptability All responses to this market survey must be received by June 15, 2007.
