Description
The Department of Veterans Affairs Montana Healthcare System Medical Center, Fort Harrison, Montana has a requirement for a Contractor to provide all labor, materials, equipment, maintenance, personnel and supervision necessary to furnish Mobile or Modular Magnetic Resonance Imaging (MRI) services 5 days a week and Mobile Positron Emission Tomography/Computerized Tomography (PET/CT) Scan services one day per month for eligible beneficiaries of the VA Montana Healthcare System in accordance with all existing Federal, State and Local Regulations. In accordance with FAR 52.216-27, the government reserves the right to make single or multiple awards based on what is most advantageous to the government. The current workload supports MRI services 5 days per week, averaging 10 exams per day. Projected PET/CT workload is 7 exams per one day per month. Contractor will provide such service with reliable, state of the art equipment that provides image quality meeting or exceeding that of a 1.5 Tesla System and using a Philips, GE or Siemens system. Contractor will provide MRI technologist certified by the American Registry of Radiologic Technologists with additional certification for performing MRI examinations and be experienced in Magnetic Resonance Angiography (MRA) as well. The MRI machine must be capable of performing MRA and functional imaging capabilities with all necessary software, hardware and power injector needed to perform bilateral-complete leg runoff and abdominal, thoracic and cervical angiography. In addition, Contractor care shall cover the range of services provided in a civilian medical treatment facility. The VA reserves the right to schedule as many exams per day as are deemed necessary to get the workload completed in a timely fashion. Performance shall be according to the requirements contained in the professional standards of the Joint Commission on Accreditation of Healthcare Organization (JCAHO). PET services would be one day per month. Contractor will provide for all services, including FDG doses and delivery to site that are required to perform PET services. Award may or may not include Mobile PET services. This proposed contract action for services for which is being solicited as full and open and unrestricted. The NAICS code is 621512, $12.5M.     The procurement will be conducted utilizing the commercial item procedures of FAR 12 in conjunction with FAR 15. This requirement is subject to the availability of FY07 funds. It is anticipated that the solicitation package will be available from website: www.fedbizopps.gov, by on or before June 1, 2007. Award will be made to the offeror whose proposal conforms to the solicitation requirements and will be the best value to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussions. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer.
