Description
This is a combined synopsis/solicitation for the removal and replacement of the boiler in the Mechanical room in Bldg. 29 at Holloman AFB, NM. The Contractor shall furnish all labor, equipment, materials, tools, transportation, etc, necessary to accomplish the work. Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F2E3CE7124A100 and this is a Request For Quotation (RFQ). This announcement will be issued as a combined synopsis/solicitation. The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the Best Value to the Government. The period of performance will be 30 days after receipt of award. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-15. This acquisition is to be 100% set aside and awarded to Small Business. The North American Industry Classification System (NAICS) code is 238290. The Small Business size standard for this code is $13 Million. PROJECT DESCRIPTION: CLIN 0001 ? Remove existing boiler and replace with an energy efficient boiler of like capacity and capabilities in Bldg 29 on Holloman AFB. See Statement of work for more detailed information. All items shall be delivered FOB DESTINATION to Holloman AFB, NM 88330. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. STATEMENT OF WORK REPLACE BOILER, BLDG 29 Work Request 23863 30 May 2007 General Requirements: 1. All debris shall be disposed off base. 2. The Contractor shall furnish all labor, equipment, materials, tools, transportation, etc, necessary to accomplish the work. 3. Any damaged or demolition areas shall be restored to match the existing construction. 4. The work area shall be kept reasonably clean at all times. The Contractor shall perform a complete cleanup of the work area at the end of the contract. 5. The Contractor shall verify all dimensions prior to the start of work. Specific Requirements: 1. The Contractor shall remove the existing boiler in the mechanical room. Existing boiler and demolished materials shall be disposed off Holloman AFB by the Contractor. 2. The existing boiler is a Rite Model 165WG, 1,650,000 Btu input, National Board No. 5858, 30 psi operating pressure. 3. The Contractor shall provide a new high efficiency boiler of equal size, design, and capacity. The new boiler will have an efficiency of greater than 80%. 4. The Contractor shall supply all parts, materials, labor, transportation, and supervision necessary to install the new boiler and the associated piping. 5. A submittal of the new boiler and the replacement parts and materials will be given to the Project Inspector for approval. 6. Contractor shall reinsulate the water lines that are disturbed during removal/installation work. 7. The Contractor will perform a preoperational/operational inspection of the boiler, with 49 CES HVAC personnel present. 8. The Contractor shall provide a one-year warranty for the installation; includes all parts and labor. All manufactures? owner?s manuals and warranty papers will be given to the 49 CES HVAC Shop. 9. A pre-construction meeting will be scheduled after award of the contract. A performance time and start date will be determined at that time. 10.
