- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation No. F4F5AV7128A002 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. This is Full and Open Competition. The associated NAICS Code is 333314. This RFQ has two line items: 1 - 3D Motion Capture System 2 - 3D Motion Capture System The ?required? Salient Characteristics for the 3D Motion Capture System are: 1. System shall be comprised of 3 monochrome 8-bit cameras synchronized to 0.001 secs (no frame jumping over video sequence) 2. The system shall capture at a minimum of 120 frames per second at 640 x 480 resolution for 25 seconds. 3. Cameras shall have a minimum 5 cable length. 4. The system shall have 3 lenses, 3 cameras, camera power supplies, data cables, single PC computer, 22? Widescreen LCD DVI/VGA 1680 x 1050 monitor, control software, and photogrammetry software. 5. Imaging program shall allow: simultaneous setup and capture of all 3 cameras; individual control of each camera; and cameras to operate at different resolutions, frame rates, and exposure settings. 6. Control program shall include a Graphical User Interface (GUI) with: display of image sequences from three cameras; control of frame grabber parameters and configuration; control via serial commands of camera configuration; including camera?s Gain, Offset, Digital Shift, Exposure Frame Period/Rate, Exposure Mode, Flash Trigger Mode, Flash Trigger Signal, AOI Width/Height/LeftEdge/TopEdge, and selection of test images; automatic centering of the camera?s AOI; setting max AOI height as function of frame period; setting maximum exposure as function of frame period; and a capability to record and playback a script/macro affecting all of the above controls and parameters. 7. Photogrammetry software shall include coded targets capability for automatic orientation and referencing of images and video processing of multiple synchronized image sequences. 8. Capability to capture at faster frame rates (reduced resolution OK) 9. Capabililty to capture at greater resolution (reduced fram rate OK) 10. Capabillity to add additional memory to allow image capture for longer time periods 11. Capability to easily add a 4th synchronized camera (either monochrome or color) 12. Capability to add direct video-to-disk storage for 1 or all of the cameras, simply by adding hard drives to capture the data 13.
