Description
TYPE OF AWARD: This RFP is Section 8(a) Competitive. This project is limited to Contractors whose approved Business Plan is on file with the SBA Fresno, Sacramento or San Francisco District Offices. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT O FFERS. Estimated Cost Range is between $1,000,000 and $5,000,000 This Procurement will be conducted under FSC CODE: Y249, SIC CODE: 1629, NAICS Code: 237110. The size standard for this code is $31,000,000. Information about the time and location of the pre-proposal conference will be found in Section 00100 of the specifications. JOB DESCRIPTION: The Contractor shall be responsible for the demolition of the existing water treatment plant building, existing wash water recovery ponds, designated underground piping and the existing septic tank. The Contractor shall submit to and obta in approval from the Central Valley Regional Water Quality Control Board of a Storm Water Pollution Prevention Plan. In addition, the Contractor shall perform construction activities related to earthwork, yard piping, gunite lined wastewater recovery basi ns, asphalt paving, and erecting site perimeter fencing. The Contractor shall construct the building to house the water treatment equipment and shall consist of the following activities: concrete building foundations; drainage piping and conduits; install ation of a modular, factory-built membrane filtration equipment; installation of treatment process related equipment; removal, modification, and reinstallation of Filter No. 1 and Filter No. 2 to serve as a pre-oxidation contact tank and waste neutralizati on/storage tank respectively; modify the existing Granular Activated Carbon filtration facility; refurbishing of existing finish water storage tank and associated infrastructure; and installation of electrical power and associated systems. The Contractor shall furnish all materials, equipment, supplies, etc. and provide all necessary labor and supervision and shall coordinate the progress of the work to ensure expeditious completion of the project. All PROPOSALS will be due not later than 17 JUL 2007/3:00 pm PDT. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government by utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection procedures. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIAT ION AND/OR FINAL AWARD PROCESS. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mi l/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov).
