- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attached solicitation constitutes the only solicitation; quotes are being requested and the written solicitation is attached to this synopsis. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circulars 2005-16. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. The solicitation number for this requirement issued as a Request for Quotation (RFP) N00253-07-T-0197. The applicable NAICS code for this requirement is 334516 and has a size standard of 500 employees. NUWC Keyport requirements are: 1 Each Thermal Chamber and Installation in accordance with the work specifications identified in the solicitation. There is a requirement for two sets of testing, one set will be comprised of two tests which are detailed in the work specifications at the contractor?s location and the second set will be the same two tests to be done at NUWC Keyport once the chamber is installed. The tests at NUWC and final acceptance will have a 30 day constructive acceptance time. Offers shall be FOB Destination to NUWC Keyport WA 98345-7610 and shall be delivered no later than 90 days after contract award unless otherwise noted by the vendor and agreed to by the Government. Applicable FAR clauses can be found in the attached solicitation. Offers shall complete all required documents for the above clauses. Offerors are also advised that these representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov. Quotes/Offers are due no later than 12 June 2007 at 1000 hours Pacific Time and may be faxed to (360) 396-7358 or e-mailed to yourkoskimj@kpt.nuwc.navy.mil. The Purchase Order resulting from this solicitation will be awarded based on the lowest priced technically acceptable offeror after Red Yellow Green Evaluation of past performance. Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. (2) Delivery: Offerors must meet the required delivery date or propose an alternate delivery to be reviewed by the Government. (4) Responsibility: Offerors must meet the standard for FAR 9.104. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. No paper copies of this RFQ / amendments will be mailed.
