*********Please submit all correspondence to Elizabeth Mudler/DFS via email at elizabeth.e.mudler@nasa.gov or via fax at 256-544-4401*********************************************************** NASA/MSFC has a requirement for 10 license renewals and 5 new licenses for PC Signal Software Basic (+) Advanced (+) Database (+) Array Processing Module. NASA/MSFC intends to purchase the license renewals and new licenses from AI Signal Research Inc. for the following reasons: 1) Market research shows that ASRI is the developer of the PC Signal Software which is software used for vibration/diagnostics analysis for rotating machinery. The software package makes signal processing a simple task for analyzing vibration, acoustic, strain, or other dynamic signal measurements needed to support the test programs at MSFC. 2) ASRI, as the developer and distributor of the software, is the only source for the renewals for the existing licenses. 3) The PC Signal software eliminates enormous amounts of time that used to be required for programming efforts to perform sophisticated signal analysis. 4) This software is currently being used by ER41 and ER42 and has been an important software tool for the acoustic analysis team for a few years. 5) This software is PC based running under the windows environment and therefore cuts down on cost as a network license is not required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on June 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
