Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-07-155 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 325413 and the business size standard is 500 employees. However, this is not set-aside for small businesses. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH); National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intend to procure the following from Applera Corporation, 850 Lincoln Center Drive, Foster City, CA 94404. 1) 7 each Amplitaq Gold 5x1000U Buffer 1; 2) 50 boxes SNPLEX System Hybridization Plates; 3) 3 each DNTP Mix w/DTTP 12 Paq 10mm; 4) 2 each FG 3730 Buffere (10X) with EDTA 500ml; 5) 2 each FG Amplitaq Gold 5X1000U+Gold Buffer MGC; 6) 5 kits Geneamp XL PCR Kit (100 RXN); 7) 1 each TF, BDT V1.1 RR-5000 & Seq Buffer; 8) 1 box TF, Box 10 BT POP-& and 9) 9 kits TF, SNPLEX Core Reagents, 48 Plex (5000RXN). These items have been used for many years and are used in conjunction with our ABI 3730 Automated Sequencer to sequence and genotype SNPS in various population sets. Changing these items would be a costly delay in the research that was started many years ago. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors ? Commercial; 2) FAR Clasue 52.212-2, Evaluation ? Commercial Items. As stated in FAR Clasue 52.212-2(a), ?The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.? The following factors shall be used to evaluate offers: Technical Evaluation, Price, and Past Performance; 3) FAR Clause 52.212-3, Offeror Representations and Certifications ? commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items, Contract Terms and Conditions ? Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the items specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or June 14, 2007. The quotation must reference ?Solicitation number? NIH-NIDDK-07-155. All responsible businesses may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 775, Bethesda, Maryland 20817, Attention: Patricia Haun.
