- The Department of Health and Human Services, Office on Women?s Health (OWH) has a requirement to expand a multidisciplinary approach to consumer health education to additional diverse audiences in the Philadelphia area. The Government intends to negotiate on a sole-source basis with Drexel University?s Women?s Health Education Program, Philadelphia, PA 19129 to address health disparities among African Americans by evaluating a community focused women?s health education workshop series on various topics and assessing the likelihood of perception for behavior change. This acquisition shall be awarded in accordance with FAR Subpart 13 Simplified Acquisition Procedures and has been justified in accordance with FAR 13.106-1(b). Drexel University?s Women?s Health Education Program (WHEP) has a long history and commitment to investigating and developing educational remedies for clinicians to address women?s health disparities. The WHEP is a program of the Drexel University College of Medicine?s Department of Medicine that strives to improve the health of women by promoting girls? and women?s health issues in the medical curriculum, thus spearheading innovations in medical education, and translating women?s health education into community programming. The Women?s Health Education Program has extensive experience in health disparities issues for women and has conducted numerous outreach programs educating about barriers to care, beliefs about the health care system, communication skills, risk perception of disease and health advocacy. Since Drexel has pioneered this project, they are justifiably the only ones in the Philadelphia area who can complete the efficacy of the project. In addition, WHEP has experience in promoting changes in the medical curriculum by evaluating a community-focused Women?s Health Education Workshop Series on various topics and assessing the likelihood of perception for behavior change to address health disparities among African Americans in Philadelphia. The Drexel University has piloted this project with two previous workshops. This multidisciplinary approach is still in the developmental stage and being targeted in the Philadelphia area before it can be generalized to other cities. Interested concerns capable of providing the services identified in the paragraphs above may submit a capability statement with documentation supporting its ability to meet the above requirements. No solicitation is available at this time. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Following evaluation of capability statements, a determination by the Government not to compete this requirement is solely within the discretion of the Government. If no responses are received within 15 calendar days from the date of this synopsis, the Contracting Officer shall proceed with award to Drexel University.
