Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-T-0140. This acquisition is issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-17. (iv) This acquisition is being pursued on a full and open competitive basis. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 TRIMODAL AI 5083 ALLOY BILLETS QUANTITY OF TEN (10) UNIT OF ISSUE - EACH (vi) Description of requirements: The Contractor shall produce and deliver ten (10) fully dense (i.e. 99.99% theoretical density) billets of nanocrystalline aluminum composites consisting of fifty (50) weight percent coarse-grain aluminum 5083 alloy (A l 5083), forty (40) weight percent nano-grain Al 5083, and ten (10) weight percent nanometer-size boron carbide (B4C) particulates. This nanocrystalline aluminum alloy is referred to as trimodal Al 5083 alloy. The Contractor shall process the trimodal Al 5083 alloy by blending inert gas atomized -325 mesh Al 5083 alloy (-325 IGA Al 5083) powders with seven to ten (710) micrometer size B4C powders; cryomilling the blended powders under liquid nitrogen (LN2) environment; blending the cryomilled powder mixt ure of Al 5083 and B4C with unmilled Al 5083 powder; and then canning, degassing, and consolidating the entire mixture into billets. Each billet shall weigh no less than one hundred and sixty (160) pounds. The Government will provide the Al 5083 alloy po wders and the B4C powders as Government Furnished Property with an allowance of twenty (20) weeks of Contractor performance for production of the billets. (vii) Delivery is required by 20 weeks after receipt of Government Furnished Property. Delivery shall be made to Shipping and Receiving Building 434 ABERDEEN PROVING GROUNDS APG, MD 21005-5001. Acceptance shall be performed at the same location. The F OB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none. (ix) ) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria in descending order of importance to be included in paragraph (a) of that provision are as follows: 1. Compliance with the salient characteristics (technical acceptability) listed in (vi) above, 2. Past Performance  What similar activities has the company been successful at in the past? Please provide corporate performance history to show the proven ability to meet these requirements without interruption. Offeror must provide at least two references of previous sales of the same or similar product offered made during the past five years. Provide a point of contact and a telephone number, and 3. Price. Technical acc eptability and past performance, when combined, are significantly more important than price. CAUTION TO OFFERORS: The purchasing activity is not responsible for locating or securing any supporting information. Accordingly, to ensure that sufficient infor mation is available, the offeror must furnish as part of its proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity (i) to determine whether the product offered meets the speci fications of the Request for Quotation; (ii) to establish exactly what the offeror proposes to furnish and what the Government would be binding itself to purchase by makin g an award, and (iii) to evaluate the proposal in accordance with the evaluation criteria. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
