- UPGRADE ENERGY MONITORING CONTROL SYSTEM, FORT LEE, VIRGINIA The project consist of replacing the existing local building HVAC Control Systems with Direct Digital Control (DDC) Controllers, replacing an existing Energy Monitoring and Control system (EMCS) with a LONWORKS-based EMCS, expanding the existing Network, e xtending source of electric power to control devices and incidental related work. Requirements for the source selection factors are as follows: (1) Offerors Relevant Experience, (2) Offerors Past Performance, (3) Small Business Information/Subcontracti ng Plan and (4) Price (will not be rated). Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all p roposers; to award the contractor to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DIS CUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The proposal due date is 16 JUL 2007. The magnitude of construction is estimated between $3,000,000.00 and $6,000,000.00. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 238210 applies to this pr ocurement. Submission requirements (plans/specs) will be available on/about 15 JUN 2007 via http://www.fedbizopps.gov/ (search on W91236% for solicitations issued by Norfolk District). No hard copies will be available. Prospective contractors must be registered in the Federal Technical Data Solutions (FedTeDS, https://www.fedted s.gov) database prior to download of plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirem ents may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
