Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 301817Q230 is being issued in a Request For Quotations (RFQ) format. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. This is a 100% Small Business Set Aside (SBSA). The North American Industrial Classification System (NAICS) code is 562111, with a corresponding small business size standard of $11.5 million dollars. This requirement consists of a base year and four (4) option years of annual trash service (July 1, 2007 through June 30, 2012) for the Mingo National Wildlife Refuge, Puxico, Missouri 63960. All trash is to be hauled on a covered truck and disposed of in an approved sanitary landfill. Mingo National Wildlife Refuge will provide a total of five (5) dumpsters (2 cubic yards each). One dumpster will be located at each of the following locations: (a)Visitors Center, (b)Carpentry Shop, (c)Red Mill Drive. Two dumpsters will be located at the following location: (a)Maintenance Shop. Each one of the dumpsters in the four locations listed above will be emptied every Friday for the term of the contract. Work to be in accordance with Service Contract Act Wage Rates. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-3 Alt. I, Offeror Representations and Certifications Commercial Items applies to this solicitation and the contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far. The Offeror Representations and Certification can also be completed online at https://orca.bpn.gov. This will replace the submission of this requirement. Quotes will be evaluated and award will be made to the lowest responsive, responsible offeror submitting a fair and reasonable price and meeting the terms of this solicitation. The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The following FAR clauses are applicable to this solicitation: 52.217-5, Evaluation of Options, 52.217-9, Option to Extend the Term of the Contract, with paragraph (a) filled in as follows: (a) The Government may extend the term of this contract by written notice to the Contractor anytime prior to the expiration of the previous period; provided that the Government gives the Contractor preliminary written notice of its intent to extend at least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension. Paragraph (c) is filled as follows: (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36.
