- This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a five year contract for delivery of non-commercial Modeling and Simulation software. The contract will provide: (1) updates (maintenance), subscribed to annually, initially for 6 seats of off-the-shelf Ship Air Defence Model (SADM) software, proprietary to BAE Systems Australia Limited (Evans Bldg Taranaki Rd, Edinburgh SA AUS), currently defined as V3.1 and licensed to the US Navy with limited rights and (2) licenses plus updates for an estimated quantity of 7 new seats of SADM, to be procured at a rate of two per year for the first 2 years and one per year for each of the remaining 3 years of the term of the contract. First purchase of up to 2 new licenses is anticipated six months after contract award and subsequent purchases every 12 months thereafter for the term of the contract. REQUIRED FEATURES of the software: (1) Software is programmed to simulate a ship?s air defense system against missile attack with hard-kill, soft-kill, and hard-kill/soft-kill interaction. (2) Software is adapted to USN ship?s air defense systems as well as USN electronic warfare systems. (3) Software incorporates actual USN Electronic Attack (EA) waveform and decoy algorithms in its models. RESPONSES: Interested sources should submit information on off-the-shelf software designed to meet the required features of the software and list DoD references currently utilizing the alternative software. It would be helpful to review prices for seats and maintenance of the software defined by interested sources. Questions and responses should be submitted, in Microsoft Word format, no later than 8 June 2007 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-07-R-3021. Please include your company CAGE code (if you have one) and POC information with your response. RFP N00178-07-R-3021 will be issued when this synopsis has been published for 15 days and the RFP/solicitation will be open for 30 days. Time from publication of this synopsis to award of a contract may take as little as 45 days. The requirement for maintenance of existing licenses is sole source due to the proprietary nature of the SADM software and the terms of the license agreements to that software. The requirement for new licenses may be sole source on the basis of software features and benefits. See Note 22. This synopsis notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited.
