- DESCRIPTION OF PROPOSED WORK: The General Services Administration announces an opportunity for Construction Excellence in Public Buildings. The following document describes the Construction Manager as Constructor (CMc) Contract for the proposed new Land Port of Entry to be located in Warroad, Minnesota. The scope includes Pre-Construction Phase Services as the base contract and the option for Construction Phase Services. A Firm Fixed Price (FFP) contract for the base contract work and a Guaranteed Maximum Price (GMP) for the Option is contemplated. DEFINITION OF CONSTRUCTION MANAGER AS CONSTRUCTOR: A CMc is defined as a firm engaged under direct contract to a building owner or client, in this case the General Services Administration (GSA), to provide design review, cost estimating, scheduling and general construction services. The CMc shall be a member of the project development team during the design and construction phases, along with GSA as owner/developer and GSA's A-E firm. The CMc is responsible, through design review, involvement in the project development and administration of the construction, for constructing the facility described by the Government on time and within the defined budget. PROCEDURES FOR AWARD: The CMc will be competitively chosen using Source Selection Procedures ? Tradeoff Process. For this contract, technical factors, when combined, are significantly more important than cost or price. A solicitation will be issued requesting offerors to submit in writing both a technical and a price proposal by the offer due date and time. Responsive offers will be evaluated on technical capability, past performance, and price. The award will be made to the offeror that represents the best value to the Government. PROJECT SUMMARY: The proposed new U.S. Land Port of Entry will be built on an approximately 10 acre site near the intersection of Highway 313 and 410 Street, Warroad, Minnesota. The new facility is needed to provide a modern and efficient port of entry. The facility will include the operational center/inspection facility, canopies for inspection, inspection booths, kennels, indoor parking and associated facility support. The facility including canopies will total approximately 52,514 gross square feet. The project design and construction will meet, as a minimum, the Leadership in Energy Efficient Design (LEED) Silver Standard, as defined by the United States Green Buildings Council. The estimated price range of this project is between $21 to $31 million. SMALL BUSINESS PARTICIPATION: In accordance with the Small Business Competitiveness Demonstration Program, this procurement is unrestricted and is therefore open to both large and small business concerns. The small business size standard for NAICS Code 236220 is $31.0 million. Although this procurement is open to large business, small businesses are encouraged to participate. In accordance with Public Law 95-507, the offeror will be required to provide maximum practicable opportunities and to demonstrate a proactive effort to have participation from for small, small disadvantaged, small women-owned, service disabled veteran-owned small and HUBZone business concerns through subcontracting opportunities. In the event a large business (small businesses are not subject to this requirement) is the Awardee, an acceptable subcontracting plan must be reviewed and approved by SBA prior to award of this contract. SECURITY: Before allowed to work on this project site, all personnel are required to pass a security check. Applicable forms will be provided to Awardee. PRE-PROPOSAL CONFERENCE: A pre-proposal conference is being planned in Warroad, Minnesota. It will be held approximately 10- 15 days after issuance of the solicitation. More details will follow once plans are firmed. PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the secure FedTeDS website. Paper copies or compact discs will not be distributed. All interested parties who wish to download the specifications and drawings MUST REGISTER at the FedTeDS website at www.fedteds.gov. Interested parties are strongly encouraged to register as early as possible. At a minimum, vendors must have a FedTeDS username and password to log in to FedTeDS. Registering for a vendor username and password requires: (1) MPIN from CCR, (2) DUNS or CAGE Code. Note: Once registered, vendors can use the same username and password for all subsequent logins. Vendors should not go directly to the FedTeDS website to download specifications and drawings. Instead, the link on the FedBizOpps site should be used to access the technical documents. For more information on either CCR or DUNS number, visit http://www.ccr.gov or http://www.dnb.com. It is the vendor?s responsibility to monitor the FedBizOps site for any changes and/or instructions. ORCA REQUIREMENT: Any offeror submitting a proposal is required by the Federal Acquisition Regulation to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. To register in ORCA, you will need to have two items: an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN) identified in that CCR record. Your DUNS number and MPIN act as your company?s ID and password into ORCA. The basic information provided in your CCR record is used to pre-populate a number of fields in ORCA. Once in ORCA you will be asked to review pertinent information pre-populated from CCR, provide a point of contact, and answer a questionnaire that contains up to 26 questions. The questionnaire is to help you gather information that you need for your clauses. The questionnaire is not the official version. Be sure to read the provisions carefully. The answers you provide are then automatically entered into the actual FAR provisions. You are required to review your information, as inserted, in context of the full-text provisions for accuracy; acknowledge three additional read-only provisions; and click a time/date stamp before final submission. You will need to review and/or update your ORCA record when necessary, but at least annually in order to maintain active status.
