Description
NASA/DFRC plans to issue an Invitation For Bid (IFB) for, Repair Primary Electrical Distribution System ? Phase 4, at the NASA-Dryden Flight Research Center complex, Edwards, CA. The work to be performed under this project consists of providing labor, equipment, and materials for the erection of a new electrical substation with double ended switchgear and circuit breakers, housed in a new pre-engineered building (meeting seismic zone 4 requirements). This project also includes the following efforts: (1) Site work, including demolition, concrete foundation and pad work, (2) Installation of conduit, wiring 15KV rated cable at 133% BIL under ground, encase in concrete, 2 loop feed system fed through a series of manholes, (3) Installation of a 5 way 15KV RAM switches, (4) Installation of (2 EA) new 1.5MVA pad mounted, dead front, fusible transformer, and, (5) Connection of the new substation to the existing main distribution panel in the electrical room of the adjacent building. It shall be the contractor?s responsibility to supply and successfully complete a functional operational system in accordance with the specifications and drawings provided in the IFB. The order of magnitude of this procurement is between $1,000,000 and $5,000,000 and the effort is estimated to last 280 days after issuance of a Notice-To-Proceed (NTP). This procurement is set-aside as a HUBZone competition. The NAICS Code and small business size standard for this procurement is 237130 and $31.0 million, respectively. The anticipated release date of IFB # NND07200792E is on or about June 12, 2007, with an anticipated bid closing date on or about July 25, 2007. A firm date for receipt of bids will be stated in IFB # NND07200792E. Drawings will be made available by submitting a written request to NASA/Dryden Flight Research Center, P.O. Box 273, Edwards, CA 93523-0273, ATTN: Jim Hillman. Oral communications are not acceptable in response to this notice. All responsible HUBZone sources may submit a bid which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Except for drawings, the solicitation, specifications, and any documents related to this procurement will be available over the Internet at the NASA website. (NOTE: Drawings for IFB # NND07200792E must be requested independently from the solicitation by submitting a written request to NASA/Dryden Flight Research Center, P.O. Box 273, Edwards, CA 93523-0273, ATTN: Jim Hillman). PHONE INQUIRIES WILL NOT BE ACCEPTED. In addition, prospective bidders shall notify this office of their intent to submit a bid by submitting a written notification via e-mail to james.m.hillman@nasa.gov. It is the potential bidder?s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR clauses 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, bidders are urged and expected to inspect the site where the work will be performed. Pursuant to FAR 52.236-27, Site Visit (Construction) (FEB 1995) Alternate I (FEB 1995), a site visit has been scheduled for Tuesday, July 10, 2007, at 0900 hours. Participants will meet at NASA ? Dryden Flight Research Center, Edwards, CA 93523, Dryden ISF, Building 4825. To allow access to Edwards AFB and NASA Drdyen, all company personnel attending the site visit must submit a DFRC Form 735A at least three (3) days prior to the site visit. DFRC Form 735A's shall be submitted to the Contracting Office by FAX or e-mailed enclosure. All contractual and technical questions must be submitted in writing, via e-mailed enclosure, no later than July 17, 2007. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED.
