- ***********************************PLEASE CONTACT ELIZABETH MUDLER/DFS AT ELIZABETH.E.MUDLER@NASA.GOV OR VIA FAX @ 256-544-4401************* NASA/MSFC has a requirement for DETROIT DIESEL ENGINE OVERHAUL - P2548 - FRAME OVERHAUL OF 12V71 DETROIT DIESEL ENGINE. NASA/MSFC intends to purchase the items from Nixon Power Services: 1. The 12V71 Detroit Diesel Engine is locked up and will not turn over. The program schedule did not anticipate the engine operation to cause a delay therefore placing the repairs on a critical path. The engine is a specialized piece of equipment. The 12V71 engine is a 2 cycle engine and is not manufactured any more. The newer engines are 4 cycle. Only a certified Detroit Diesel Mechanic (2 cycle) should work on this unit. Nixon Power Services is the company that originally built and configured the unit for NASA and installed the unit back in the 1980?s. Nixon provides a certified Detroit Diesel mechanic (2 cycle) and will support the test schedule in a timely manner. 2. Searching for multiple certified repair centers and bidding process for the repair of the Detroit Diesel Engine will seriously impact the Test programs schedule. Nixon Power Services can provide the repair that will minimize impact to test program schedule. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard time on 06/05/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
