Description
The Missile Defense Agency (MDA) is seeking potential sources to provide protocol/event management support services under the direction of the MDA Chief of Protocol. The offeror will be responsible for hosting domestic and international distinguished visitors and planning, coordinating and organizing executive conferences and programmatic meetings at several locations including, but not limited to the National Capital Region (NCR), Dahlgren, VA, Huntsville, AL, Colorado Springs, CO, Ft. Greely, AK, and Vandenberg AFB, CA. Procedures MDA intends to use its Basic Support Services Program (BSSP) General Services Administration (GSA) ordering procedures to acquire the services described in this notice (information on the MDA BSSP may be found at http://www.mda.mil/barbb/setaserv.htm). GSA schedule contractors who qualify under Special Item Number (SIN) 541 4D - Advertising and Integrated Marketing Solutions (AIMS), Conference, Events and Tradeshow Planning Services are invited to submit a maximum three-page capability statement to the contracting officer as early as possible, but not later than 1000AM, EST, June 15, 2007. The anticipated North American Industrial Classification System (NAICS) category for this requirement is NAICS 561920 with a size standard of $6.5 million. All small business respondents shall confirm their size status according to their applicable GSA Federal Supply Schedule. Only interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotation. This requirement is open to all GSA schedule holders qualifying under SIN 541 4D; however, the Government reserves the right to solicit only socio-economically disadvantaged businesses if a sufficient number are determined to possess the required capabilities to help meet agency goals. The maximum three-page Capability Statement must summarize and describe the corporate strengths relating to the following criteria: 1)Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice. Indicate level of security clearances (ALL MUST BE AT LEAST SECRET LEVEL). 2)Describe your firm?s specific, related past/current DoD/Federal experience related to this requirement within the past five years to include actual dates. 3)Describe your firm?s management approach in managing staff, including retention/replacement, and authority, responsibilities, and quality control. 4)Describe your firm?s knowledge of applicable DOD/Federal protocol regulations and procedures. 5)Describe your firm?s business size and socio-economic status and indicate your qualification under SIN 541 4D. ALL personnel will meet the following minimum requirements: (1) SECRET collateral level security clearance at contract award. Interim SECRET clearances are not acceptable (2) demonstrated DOD and or Military Protocol knowledge and experience (3) demonstrated detailed knowledge of government regulations (e.g. Joint Travel Regulation, Federal Acquisition Regulation, Official Representation Funds, and Government Protocol Regulations) and (4) demonstrated knowledge and experience of Government event planning. If planning to team or subcontract, identify the firm(s), and respective GSA schedule number. Prime contractor MUST possess active GSA schedule. Be sure to segregate this information on the Capability Statement by firm. Also, please specify, by name, one primary and one alternate point of contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the maximum three-page capability statement, excluding a one-page cover letter (if desired) that will not be evaluated. After review of capability statements submitted in response to this notice, the government will invite only the ?most highly qualified? (i.e., short list) companies to participate in the competition. Capability statements ?most highly qualified? to compete for the work in accordance with the criteria above will be sent a draft Request for Quotation (RFQ) and be invited to ?1-on-1? meetings with Government representatives to answer any questions. A final RFQ will be released on or about 9 July, 2007, with quotes due approximately two (2) weeks later. A draft Statement of Work is located on the Federal Technical Data Solutions (FedTeDS) website, https://www.fedteds.gov, under solicitation number ?HQ0006-07-Q-0008?. Businesses must register with the FedTeDS site in order to access this information. Once the ?short-list? is determined and the formal RFQ is released, only businesses on the ?short-list? will have access to the FedTeDS HQ0006-07-Q-0008 site. MDA anticipates awarding a hybrid contract consisting of firm-fixed price labor and cost reimbursable Other Direct Costs (ODC). Anticipated performance periods include one-year base period with four, one-year options. All positions will be located on-site MDA facilities in the NCR, Huntsville, AL, Dahlgren, VA, Colorado Springs, CO, Ft. Greely, AK, and Vandenberg AFB, CA. The subject line for all electronic correspondence shall start with "HQ0006-07-Q-0008". MDA will not acknowledge receipt of capability statements. If a receipt is desired, firms should submit statements electronically and select ?read receipt request? from electronic mail options.
