- The Uniformed Services University (USU) located on the National Naval Medical Campus in Bethesda, MD intends to issue a requirement for the repair, maintenance, and inspection of three (3) emergency generator systems. The estimated start date for the work is July 1st, 2007 however, an earlier start date may be requested by USU and must be agreed upon by USU and the Contractor. All work is to be completed within one week of the start date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/, for the issuance of any changes/updates to the solicitation. This announcement constitutes the only solicitation; quotes are being requested (RFQ) and a written solicitation will not be issued. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-17. This solicitation is set aside for small businesses and the applicable NAICS code for this requirement is 811310, Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance, with a size standard of $6.5 million. All responses are due on June 8, 2007 at 4:00 p.m. Anticipated award date is June 15, 2007. The contractor shall provide pricing for the following Contract Line Item Number (CLIN): CLIN Description 001 Maintenance, Repair, and Inspection of three Emergency Generator Systems located at the USUHS per the following Statement of Work: STATEMENT OF WORK FOR THE UNIFORMED SERVICES UNIVERSITY of the HEALTH SCIENCES (USUHS) MAINTENANCE, REPAIRS and INSPECTION of EMERGENCY GENERATOR SYSTEMS ?USUHS MAIN CAMPUS 1.0. GENERAL REQUIREMENTS: 1.1 The Contractor shall provide all personnel, equipment, materials, transportation, and supervision required to perform all elements of this Statement of Work. The requirements of this Statement of Work shall be performed in such a manner that will not disrupt the activities or operations of the Uniformed Services University of the Health Sciences (USUHS) Facilities and its customers. All work shall be performed on weekdays during non federal holidays. Normal working hours for this project will be from 6:00 AM to 3:30 PM, all arrangements and deviations from this time frame shall be made through the USUHS Facilities Office. All work to be scheduled through the USUHS Facilities office. 2.0 SECURITY: 2.1 The Contractor will be responsible for supplying the Facilities Office with the following information: the official company name and the names of all employee(s) that will be performing the maintenance and inspections on the Emergency Generators (complete name as it appears on their driver?s license). This information is required by the Facilities Office at least 48 hours prior to the start of any work covered under this Statement of Work. 3.0 LIST OF EMERGENCY GENERATORS AND THEIR LOCATIONS: 3.1 The following is a list of emergency generators that will be covered under this Statement of Work and their locations: A. MODEL NUMBER; 375-SR9E, SERIAL NUMBER; 74716-2 375 KW, 468.75 KVA, 1800 R.P.M., 3 PHASE, 277/480 VOLTS, 60 HZ 4.0 MAINTENANCE AND REPAIRS OF EMERGENCY GENERATOR SYSTEMS: 4.1 MAINTENANCE AND REPAIRS REQUIRED FOR BUILDING 70(A) EMERGENCY GENERATOR SYSTEM: A. Service unit (see section 5.0). B. Change engine oil and replace heavy duty spin-on filter. C. Replace heavy duty fuel spin-on filter (diesel). D. Replace fuel lines. E. Replace all belts. F. Replace all batteries. G. Replace heavy duty air element (filter). H. Degrease and paint unit. I. Check engine for leaks. J. Replace all radiator hoses. K. Replace thermostat and gasket. L. Drain radiator of all coolant and add new antifreeze treated coolant to system. M. Pressure test coolant system. N. Perform two hour minimum load bank test to clean up wet stacking and test unit. 4.2 MAINTENANCE AND REPAIRS REQUIRED FOR BUILDING 71(B) EMERGENCY GENERATOR SYSTEM: A. Service unit (see section 5.0). B. Change engine oil and replace heavy duty spin-on filter. C. Replace heavy duty fuel spin-on filter (diesel) D. Replace fuel lines. E. Replace all belts. F. Replace all batteries. G. Replace heavy duty air panel (filter). H. Degrease and paint unit. I. Check engine for leaks. J. PM the louvers and motors. K. Replace all radiator hoses. L. Replace thermostats and gaskets. M. Drain radiator of all coolant and add new antifreeze treated coolant to system. N. Pressure test coolant system. O. Perform two hour minimum load bank test to clean up wet stacking and test unit. 4.3. MAINTENANCE AND REPAIRS REQUIRED FOR BUILDING 72(C) EMERGENCY GENERATOR SYSTEM: A. Service unit (see section 5.0). B. Change engine oil and replace heavy duty spin-on filter. C. Replace heavy duty fuel spin-on filter (diesel) D. Replace fuel lines. E. Replace all belts. F. Replace all batteries. G. Replace heavy duty air panel (filter). H. Replace block heater hose. I. Degrease and paint unit. J. Check engine for leaks. K. PM the louvers and motors. L. Replace water pump M. Replace radiator. N. Replace all radiator hoses. O. Replace thermostats and gaskets. N. Drain radiator of all coolant and add new antifreeze treated coolant to system. P. Pressure test coolant system. Q. Perform two hour minimum load bank test to clean up wet stacking and test unit. 5.0 INSPECTION OF EMERGENCY GENERATOR SYSTEMS: 5.1 The following Subsystems/Components of the Emergency Generator Systems listed below will be inspected as part of this Statement of Work, unless covered under Section 4.0. All inspections will adhere to manufacturer?s preventative maintenance, specifications, recommendations or industry standards. A. ENGINE DIESEL: Check belts. Inspect injection pump. Inspect turbos. B. OIL SYSTEM: Check engine lubricant. Lubricate governor and linkage. Check entire unit for oil leaks. Check lube oil level. C. COOLING SYSTEM: Check engine radiator coolant level and record protection. Check for leaks and tighten hose clamps. Check hose conditions. Check engine block heater and record water temperature. Check engine fins/air cooled unit. Check solenoid valve and flexible water lines. Check louver operation. Check diesel coolant additive. D. EXHAUST SYSTEM: Visual inspection of exhaust system for; leaks and drain condensation trap. E. FUEL SYSTEM: Check flexible fuel connections and lines. Check day tank float level. Check fuel transfer pump. Check fuel solenoid. Check and record fuel supply. Check for water and fuel tanks. F. STARTING SYSTEM: Check starter solenoid terminals. Check starter. G. ELECTRICAL: Check electrical connections. Check AC brushes. Clean collector ring. Clean commutator. Check DC alternator. H. BATTERY: Check battery starting system. Check charger and record readings (amps-volts). Check solution level. Check connections and clean if necessary. Note overall condition of battery system. Record specific gravity of individual cells. I. OPERATING CHECK: Run generator and conduct safety test. Check overspeed. Check low oil pressure. Check high water temperature. J. BUILDING LOAD TEST: Check and record engine water temperature. Check and record engine lube pressure. Check and record lube oil temperature. Check and record battery charge rate. Check and record amp readings. Check and record voltage. Check and record frequency. Adjust voltage regulator. Check engine mounts. Check exhaust mounts and exhaust smoke. Check oil pan. Check for abnormal sounds. Check for vibrations. K. AUTOMATIC SWITCH: Inspect instruments and gauges. Check battery charger. Check exerciser clock. Check selector switch. Start and stop unit from switch. Calibrate voltage sensors. Check time delays. 6.0 WORK PRACTICES: 6.1 The Contractor shall conform to all safety practices in accordance with the U. S. Occupational Safety and Health Administration (OSHA) standards and all pertinent provisions of the U. S. Army Corps of Engineers Manual (EM385-1-1) entitled General Safety Requirements as Amended. The Contractor shall cordon off all areas around work activities and provide adequate protection to all existing floors, walls etc. 6.2 At the end of each work day the contractor will be responsible for leaving a clean and neat work site that conforms to the satisfaction of the USUHS Facilities Office. 7.0 COMPLETION: 7.1 Upon completion, all work will be inspected and the work areas shall be cleaned and free of debris, engine coolants, lubricants etc. In addition, upon completion of the project, the contractor will be responsible for the removal from the job site, of all items listed above (previous sentence) from the job site. 7.2 Upon completion all work areas shall be returned to original conditions. 7.3 The USUHS Facilities Office shall be notified upon completion of work so that the generators can be operated by the transfer switch under full load by Facilities personnel. 7.4 After all work is completed the contractor will provide the USUHS Facilities office with a typed report containing the following; a list of all work, parts replaced etc. performed under this Statement of Work and a separate list of all deficiencies and recommended repairs (not included in this Statement of Work), as noted by the contractor during the course of this project. 8.0 ADDRESSES: UNIFORMED SERVICES UNIVERSITY OF THE HEALTH SCIENCES (USUHS) 4301 JONES BRIDGE ROAD BETHESDA, MARYLAND 20814-4712 ROOM G049 FACILITIES OFFICE ATTN: Steve Hilleary ATTN: Nadine A.
