- AHRQ-07-10037 Amendment #1 Questions and Answers 1. Can we get a listing of the group of experts that are currently available to the AHRQ PBRN RC? Do you encourage the new AHRQ PBRN RC to utilize this current list of experts for the ad hoc consultation and/or technical assistance, or are we expected to create a new list of experts or modify the current one? ANSWER: Proposals should include a list of experts (or areas of expertise) specifically available to the offeror for providing consultations and/or technical assistance to PBRNs. 2. For Attachment 1, Past Performance Questionnaire, can we change the title from ACTION RFP to the Resource Center RFP? ANSWER: Yes 3. For Attachment 2, Proposal Intent Response Sheet, can you confirm whether the due date is June 8 or June 26? ANSWER: Notices of intent are due June 8. 4. Will the AHRQ provide additional funding to the current Resource Center for a short timeframe (2-6 weeks) to work with the newly funded RC during the transition phase, or should proposals include funding for this activity in Year 1? ANSWER: Your proposal should not include transition costs for the current Resource Center. 5. Please confirm that the $350k ceiling on the award includes indirect costs, e.g. for an institution with a 54% indirect rate, about $225k/year in directs is maximum award. ANSWER: $350,000 is the Government?s estimate of the cost of performing the SOW, inclusive of all overheads and indirects, and it just an estimate. Your proposal should be based on your cost of performing the statement of work and the proposal should contain the rationale and justification for those costs. 6. Will David Lanier be the project officer and person with whom the contractor will work on a day to day basis? If not, who will be? ANSWER:. Dr. Lanier will serve as Project Officer for this contract. 7. What can you say about the degree of flexibility to direct the resource center?s efforts to PBRN needs more pressing/ promising than those listed as tasks? ANSWER: The contractor will be expected to complete fully and on time all tasks described in the RFP. Should AHRQ identify additional tasks within the overall scope of work of this contract that the Resource Center can reasonably accomplish before the contract expires, it has the option of assigning these new tasks through a contract modification. AHRQ?s ability to modify a contract is contingent, however, upon the availability of funds. 8. Has there been any consideration of partnering this initiative with another agency/funding source? If so, what mechanism exists to implement such a strategy? ANSWER: While private/non-Federal organizations with interests similar to those of the Federal government are welcome to contribute to awards made under a Federal contract, the contract itself is solicited, negotiated and managed solely by the Federal government.
