Description
The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine (DTM) is re-competing a requirement to continue ongoing blood donor recruitment and plateletpheresis services that have been managed contractually by the DTM since 1973. The North American Industry Classification Code (NAICS) is 621991. The contractor shall administer and expand a donor recruitment and retention program involving: a.) voluntary whole blood donation for transfusion purposes; b.) voluntary platelet, plasma, leukocyte and red cell Apheresis donations for transfusion purposes; c.) cytapheresis donations in support of institute research; and d.) maintenance of a computerized file of 2,500 active HLA-typed donors available for apheresis on an emergency basis. In addition, the contractor will be required to perform red cell-, platelet-, and leukapheresis procedures sufficient to meet the transfusion needs of Clinical Center patients; perform automated cytapheresis procedures sufficient to supplement research needs that cannot be met by the DTM; administer an unrelated bone marrow and blood stem cell donor recruitment program involving the education and counseling of potential donors, the maintenance of a computerized file of at least 60,000 HLA-typed donors and the scheduling and supervision of bone marrow harvests; administer an unrelated donor Apheresis Center involving the counseling of unrelated blood stem cell donors, the administration of filgrastim and the performance of large volume leukapheresis procedures to harvest peripheral blood stem cells; provide information technology support needed by the contractor to manage its functions; and provide blood donor advocacy, safety and support services, including activities related to health maintenance, administering informed consent for participation in DTM protocols, notification of positive infectious disease markers and follow-up epidemiological studies related to such positive markers and donor counseling. The period of performance will be for one year, with options to renew for four (4) additional 12 month periods. The anticipated award date is for October 1, 2007. The proposals will be due approximately 30 days following the actual date of the solicitation issuance. The RFP solicitation will be issued on or about June 18, 2007.
