- Description
- In accordance with the procedures specified in the OMB Circular No. A-76 (Revised), Performance of Commercial Activities, May 29, 2003, Attachment B: Public-Private Competition, Paragraph B.1 & B.2, this notification represents the formal public announcement and official start date of a streamlined competition on the DGPS Maritime Information Watch Specialist and Information Technology (IT) functional activities anticipated to be performed at the United States Coast Guard (USCG) Navigation Center (NAVCEN) located at Alexandria VA, and Petaluma, CA. The USCG NAVCEN provides a 24 hour, seven days a week, navigation and information service supporting national and international transportation systems, with particular focus on U.S. navigable waterways. Functions included within scope of this competition pertain to certain commercial watchstander and IT functions. A streamlined competition will be conducted in accordance with the revised circular and Department of Homeland Security (DHS) Management Directive (MD) 0476 (Draft), March 2007. The USCG will exercise its 45-day extension option to develop its Most Efficient Organization (MEO). The incumbent service provider is the USCG Navigation Center (NAVCEN) located at Alexandria VA, and Petaluma, CA, with approximately 26 USCG full time equivalents (16 military and 6 civilians) affected by this public-private competition. It is anticipated that the requirement will consist of a 6-month Phase-In Period, a 6-month Base Period, and four 12-month Option Periods. The designated Competitive Sourcing Official (CSO) is RDML Robert S. Branham, USCG Assistant Commandant for Planning, Resources, and Procurement. The CSO's point of contact for this competition is Mr. David Skewes, USCG Office of Competitive Sourcing (CG-81C). The Agency Tender Official (ATO) is CDR Scott S. McCartney. The Contracting Officer is Mrs. Carmen L. Correa, Office of Acquisition Contract Support (CG-9122 (formerly G-ACS-2)). All related matters to this streamlined competition shall be forwarded to Mr. Eric C. McDoniel, Contract Specialist, and the Contracting Officer's point of contact for this competition. The place of performance is the USCG Navigation Center with its anticipated operating facilities at Alexandria VA, and Petaluma, CA. At the conclusion of the Streamlined Competition, the USCG may elect, at its sole discretion, to solicit offerors pursuant to a performance work statement for this competition. However, under no circumstances will the USCG be responsible for any costs incurred by any offerors in preparing a response should a solicitation later be forthcoming. The USCG has selected NAICS Code 561990- All Other Support Services for this competition, and if presented with a better suited NAICS Code reserves the right to change this code.
