Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VWCG7096A100. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following item: Access to a pre-existing website through login/password that allows for Control Risks Informational Services (base year plus two one-year option periods). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 effective 22 March 2007, DFAR DCN 20070426, and AFFAR AFAC 20070314. The North American Industry Classification System code (NAICS) is 541519, All Other Computer Related Services. The Standard Industrial Classification (SIC) is 7379, Computer Related Services. This requirement is being solicited as unrestricted. A firm fixed price contract will be awarded. All interested parties must bid on all items (base year and two one-year option periods). DESCRIPTION OF REQUIREMENT: 1. Access to the website which allows multiple numbers of users to use the same login/password. 2. Must encompass, but is not limited to, the following cities and their countries: Algiers, Amsterdam, Baghdad, Berlin, Bogota, Copenhagen, Dallas, Dubai, Erbil, Hong Kong, Houston, Jakarta, Kabul, Lagos, London, Los Angles, Mexico City, Moscow, Mumbai, New York, Sau Paulo, Shanghai, Singapore, Sydney, Tokyo, Washington DC 3. Risk assessment for countries of interest; which covers entire country in question along with selected cities. 4. Provide up-to-date developments in travel, security, political, and international arenas. 5. Provide concise online travel and security information on major business destinations worldwide. 6. Subscription option must encompass all of the above without having the customer pay separate charges for each country in question. No ?a la cart?. 7. Provide e-mail alerts for countries/cities of interest. All quotes shall provide pricing for each individual year. Payment will be made annually, not in one lump sum. This requirement is for a Brand Name ?or Equal?. Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full texts: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
