Description
Ecological Services Upper Mississippi River System St. Louis, Rock Island, St. Paul District, Mississippi Valley Division The purpose of this notice is to gauge what level of interest Historically Black Colleges and Universities/Minority Intuitions (HBCU/MI) there might be in the ecological/biological services community/industry for the scope of work described below. Consequ ently, the US Army Corps of Engineers is conducting market research to gather information and input regarding strategies from interested parties. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or any i ndication that the Corps of Engineers will contract for the concept contained herein. The Government does not intend to award a contract based solely on the submission of this request nor does it intend to pay for any costs incurred as a result of this an nouncement. Offerors having the skills, experience and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. Contractor shall perform ecological and biological services and associated activities using professionally trained foresters, ornithologists, biologists, ecologists, entomologists, soils technicians and GIS technicians, using contractor furnished vehicles, including Jon boats, air boats, and all-terrain vehicles. Services will be performed via issuance of task orders against the awarded contract, and in accordance with the following: Work Notification, Ecological Service and Activities Methods, Layout of Service and Associated Activities Site, Service and Activities Information, Reports, Mileage, and Lodging. Once on the Contracting page locate the yellow highlighted text and click in text. These services shall be performed for a base period of 1 year from date of award, with four optional yearly contract periods, not to exceed five years total. Interested businesses are invited to submit qualification statements addressing whether they can perform these services required. A potential offerors qualification statement should not exceed 5 pages, minimum 10 pitch font. Potential offerors are asked to specify points of contact and which locations the POCs can support, company information inclu ding background/experience, list of equipment and/or facilities owned or leased in support of this effort, differentiators, and key points of contact. This announcement constitutes a special notice/market research synopsis, and is set-aside for HBCU/MI responses only. The announcement closes on June 15, 2007. There will be a pre-proposal conference held on June 19, 2007, at 10:00 AM in the Robert Young Building 1222 Spruce St, 4th Floor Conference Room, St. Louis, MO 63103. Responses to this notice and those attending the pre-proposal conference must be submitted by the closing date to Ms. Lisa White.
