The Government proposes to acquire on other than full and open competition the third phase of the Apache Block III Fire Control Radar (FCR) and Unmanned Aerial Vehicle / Tactical Commo n Data Link (UTA) effort. Those tasks encompass ground and flight test support, conversion of a TCDL Radio Electronics Unit (TREU) / TCDL Mast Mounted Assembly (TMMA) back to a Mast Mounted Assembly (MMA), and Lot 6 risk reduction enhancements. Candidate s for risk reduction activities may include maritime target mode data collection, extended range development, Air Targeting Mode (ATM) scan to scan correlation development for single aircraft tracking, and support to ASM for boresight alignment improvement s. Under the Authority of 10 U.S.C. 2304 (c) (1), the intended source is Longbow Limited Liability Company (LBLLC), 5600 Sand Lake Road, MP-918, Orlando, FL. LBLLC is the designer, developer, manufacturer, and design control activity of the AH-64D Fire Con trol Radar (FCR) system and is the current sole source contractor providing the Apache Block III non-recurring effort for the design and development of the Radar Electronic Unit (REU). Only LBLLC possesses the technical expertise and experience necessary t o execute this requirement. A proposed Cost Plus Fixed Fee (CPFF) type contract is anticipated with a period of performance from July 1, 2009 through September 30, 2011.
