Description
This solicitation is UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION On or about June 15, 2007, this office will issue a Request for Proposal for an unrestricted Multiple Task Order Contract (MATOC) for time sensitive construction both CONUS and OCONUS with a total contract capacity of $490,000,000. The solicitation will cl ose on or about July 31, 2007. A similar MATOC will be advertised in the near future for CONUS work only, as an 8a competitive setaside Nationwide. A Pre-Proposal Conference will be scheduled and announced in the solicitation. The Government intends to utilize a 2-phase procedure outlined in FAR Subpart 36.3. After both phases of the solicitation (i.e., pre-qualification and technical/price) are com plete, up to three unrestricted contracts may be awarded. Mandatory Small Business subcontracting goals will be established. Project Description: This Multiple Award Task Order Contract (MATOC) will be for qualified, experienced sources capable of performing Continental United States (CONUS), or Outside Continental United States (OCONUS) for time-sensitive construction in support of natural or manma de disasters, Homeland Security support (assessments, construction), and Infrastructure Support (Civil and/or Military). The work will consist of time-sensitive disaster or emergency assistance construction activities including, but not limited to, flood control and water diversion projects, embankments, channel alignments and flood control structures in support of civil wor ks missions. Support to all federal agencies would include restoration, repair, enhancement, maintenance and incidental demolition of facilities, utilities, real property systems, and other infrastructure requirements. Also, time-sensitive disaster or em ergency assistance construction, operations and maintenance activities which includes but is not limited to facilities, infrastructure, water and sanitation systems, electrical systems, natural gas and other energy systems, fences, lighting, and roads to s upport troop movements and other related military missions. In addition, defense against terrorist attacks, and protection against/response to threats and hazards to National Security or the Public Interest to include (but not limited to), 1) security pr otection of Access Control Points, 2) Chemical/Biological/Radioactive (CBR) projects, 3) structural hardening of walls/roofs, installing blast/ballistic resistant windows/doors, and landscaping to achieve standoff distances for various structures, and 4) i nstallation of security equipment such as cameras, intrusion detection systems, locks, fragment retention film, etc. (some projects may be classified). Secondary support for Ecological/Environmental and Munitions response may include (but is not limited t o) time-sensitive construction, implementation, demolition, repair, emergency response, and operations and maintenance activities for environmental engineering and construction needs and time-sensitive munitions and explosives response actions. The Government anticipates individual task orders ranging from $2,500 to $20,000,000, but orders may be higher and will require the potential contractors to document and demonstrate their maximum bonding capacity for both fixed and cost-reimbursable task/d elivery orders. North American Industry Classification System (NAICS) code is 237990 which contains a size standard of $31,000,000.00. This MATOC solicitation announcement is one of two MATOC solicitations that will be acquired. The 8a solicitation number will be W9128F-07-R-0021. Obtaining Solicitation Documents: Offerors (Bidders): Please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certific ations (ORCA) at http://orca.bpn.gov exists. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective f or one year from date of submission or update to ORCA. The plans and specifications will be available for download on the FedTeDS website http://www.fedteds.gov ONLY, using a link provided in the FedBizOpps announcement issued when the plans and specifications are posted on FEDTEDS. There is no search capabili ty in FedTeDS. A Plan Holders list is not currently available. Instructions to access technical data and the associated software required viewers to view the project plans and specifications can be accessed on the Omaha Districts Contracting Division web page https://www.nwo.usace.army.mil/html/ct-m/webpage.htm This office will no longer send copies (paper or CDs) of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions, FedTeDS, when issued. FedTeDS is a web-based dissemination tool design ed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDS, a synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS. The process to download from FedTeDS is as f ollows: Find the solicitation announcement in FedBizOpps at www.fbo.gov. Once you open the solicitation announcement on FedBizOpps, there will be a link provided to the solicitation in FedTeDS. Click on the link. If you are a first time user, you will have to r egister; see information included below. If not a first time user, log in and open the solicitation. Once you have the solicitation open, you can begin downloading the various files to your location.
