Description

This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ074360 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-15. All responsible sources may submit a quote which will be considered. This solicitation is set aside for small business concerns. See Numbered Note(s): 1. NAICS code 441110; size standard of $26.5 million. This will be a firm fixed-price contract for the Bureau of Land Management, Portland, Oregon 97208. SUPPLY AND DELIVER: Item 1: 1 each - Hybrid Sedan, Crossover or Equal vehicle. MINIMUM TECHNICAL SPECIFICATIONS: 1) Fully loaded safety features, 2) AM/FM with CD changer audio system, 3) Bluetooth capability for hands free driving, 4) Smart Key system, 5) Daytime running lights, 6) Powered side mirrors, 7) Front and side full airbags with driver knee airbag, 8) Remote engine immobilizer capability, 9) Electric lumbar-support front seats, 10) Automatic or continuously variable transmission, 11) Vehicle monitor display to include GPS and route finder and 12) EPA rated highway mileage of not less than 35 MPG. SHIPPING AND DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) BLM personnel will pick-up vehicle at the Portland area car manufacturer dealership. 2) Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. 3) Warranty will be the industry standard offered to the general public for the make and model of awarded vehicle. EVALUATION FACTORS FOR AWARD - Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the vendor and local service facilities of the manufacturer. Additional mandatory factor is the vendor must be registered in the Central Contractor Registration (http://www.ccr.gov) Past performance information may be based on the Governments knowledge of and previous experience with the vendor, or other reasonable basis. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all vendors. QUOTATIONS SHALL INCLUDE: 1) Unit price and Total Amount for each line item with manufacturer brochure of unit quoted; 2) FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. 3) Vendors shall submit signed and dated quotes on either a SF1449 or letterhead stationary. Identify payment discount terms and acceptance of charge card provided as means of payment.
