Description
Notice of intent to award a sole source contract modification to contract N62742-02-D-1800, a Firm-Fixed Price Indefinite Quantity/Indefinite Delivery contract under the authority of FAR 6.302-1. The proposed modification will increase the not to exceed amount by $20 million to $45 million. Under the authority of FAR 6.302-1, the Government intends to award the sole source contract modification based on the Contractor?s knowledge of, and experience with, the project requirements. In general, the work includes, revisions to existing planning documentation for remedial actions at various electrical utility sites and implementation of the remedial action utilizing indirect thermal desorption treatment to treat approximately 14,000 tons of polychlorinated biphenyl contaminated soil for Commander, U.S. Naval Forces Marianas, Guam. The continued use of this contract and the contractor-owned treatment system currently in operations on Guam will avoid duplication of effort, increased costs, and project delays associated with: 1) obtaining additional regulator concurrence and approval; 2) obtaining additional permits; 3) shipment of another treatment unit to Guam; 4) addressing new utilities requirements; 5) set-up of the treatment unit; 6) additional treatment unit performance tests; and 7) demobilization of an additional treatment unit. This notice is not a request for competitive proposals. Interested firms may identify and transmit their interest and capability to respond to the requirement to karen.sugawa@navy.mil by close of business, 15 June 2007. A determination not to compete this proposed modification based on responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is not a request for a proposal.
