Description
This is a sources sought announcement for written information only. This is not a solicitation for proposals and no contract will be awarded from this announcement. The Naval Facilities Engineering Command (NAVFAC) and Fleet Industrial Supply Center (FISC) are considering potential contract awards for unique line items of materiel. The primary goal is to quickly procure and deliver items funded by a FY07 cost of war supplemental appropriation. The materiel to be procured is from the Tables of Allowances (TOAs) managed by the Naval Facilities Expeditionary Logistics Center (NFELC) in direct support of the Navy Expeditionary Combat Command (NECC), Naval Beach Group (NBG), Special Warfare (SPECWAR) and other Navy expeditionary units ashore. Items to be procured will be predominantly (but may not be limited to): individual infantry equipment; individual protective equipment; construction and mechanical tools (kits); miscellaneous construction, office and maintenance supplies/consumables; expeditionary (field) medical and dental equipment/supplies; photographic equipment and ancillary support equipment; (tactical) computer equipment and shipping/storage cases; communications equipment; medical supplies and equipment; dental supplies and equipment and tent camp facilities. NAVFAC and NFELC currently procure these items through a variety of methods, but due to the volume of requirements and the limited amount of time to execute awards prior to the end of the fiscal year, NAVFAC and FISC are seeking sources interested in aggregating significant portions of the identified groups of materiel and delivering those items under two or more separate contracts. This request for potential sources addresses separable efforts in order to address the near-term need (i.e., execution of potentially $150M+ of Fiscal Year 2007 funding prior to year end (Sep 2007)) as well as the possibility of entering into multiple year contract(s) to execute similar procurements in the future. A list of potential buys will not be posted through this sources sought, but is available for review upon request to Mr. Jim Valovcin (address, e-mail and phone number below). Interested suppliers/offerors should address their capability to execute volume procurements, whether they have had and/or have similar contracts in place (including type of contract), suggestions as to which category of items to aggregate (i.e., some or all) and any other information they believe to be pertinent to the potential requirement. Due to the time sensitive nature of this request, responses are requested as soon as 15 JUN 2007, for initial consideration and through-out the next year for possible future opportunities. The technical point of contact for this action is Mr. Jim Valovcin, Code N412, Naval Facilities Expeditionary Logistics Center (NFELC), 1000 23rd Avenue, Port Hueneme, CA 93043-4301. (805)982-1445, e-mail address: james.valovcin@navy.mil. Responses to this sources sought notice should be sent directly to Mr. Valovcin no later than 15 JUN 2007. NOTES: 1. THERE ARE NO SOLICITATION DOCUMENTS APPLYING TO THIS SOURCES SOUGHT SYNOPSIS. REQUEST FOR A SOLICITATION PACKAGE WILL NOT BE ACKNOWLEDGED. 2. NO REIMBURSEMENT FOR ANY COSTS ASSOCIATED WITH PROVIDING THIS INFORMATION WILL BE MADE. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN RFP, RFQ OR CONTRACT. IN THE EVENT THAT A SOLICITATION IS DEVELOPED, IT WILL BE ASSIGNED A FORMAL REQUEST FOR PROPOSAL (RFP) NUMBER AND THE ANNOUNCEMENT WILL BE PUBLISHED IN THE FEDERAL BUSINESS OPPORTUNITIES (FPO). CRITICAL NOTE: A CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE DoD CCR. THE DoD CCR MAY BE REACHED AT (888)227-2423, OR WEBSITE WWW.CCR.GOV.
